福建省基礎(chǔ)設(shè)施項(xiàng)目PPP模式應(yīng)用研究

【摘要】:為推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整,加快基礎(chǔ)設(shè)施建設(shè),需要進(jìn)一步創(chuàng)新我國基礎(chǔ)設(shè)施建設(shè)等重點(diǎn)領(lǐng)域的投融資機(jī)制,充分調(diào)動(dòng)社會資本特別是民間資本的積極性。黨的十八屆三中全會提出:"允許社會資本通過特許經(jīng)營等方式參與城市基礎(chǔ)設(shè)施投資和運(yùn)營"。2014年11月《國務(wù)院關(guān)于創(chuàng)新重點(diǎn)領(lǐng)域投融資機(jī)制鼓勵(lì)社會投資的指導(dǎo)意見》(國發(fā)[2014]60號)提出:"打破行業(yè)壟斷和市場壁壘,切實(shí)降低準(zhǔn)入門檻,建立公平開放透明的市場規(guī)則,營造權(quán)利平等、機(jī)會平等、規(guī)則平等的投資環(huán)境,進(jìn)一步鼓勵(lì)社會投資特別是民間投資,盤活存量,用好增量,調(diào)結(jié)構(gòu),補(bǔ)短板,服務(wù)國家生產(chǎn)力布局,促進(jìn)重點(diǎn)領(lǐng)域建設(shè),增加公共產(chǎn)品有效供給。"因此,在當(dāng)前各級政府都著力于化解地方融資平臺債務(wù)風(fēng)險(xiǎn),提高公共產(chǎn)品供給效率和質(zhì)量的背景下,積極探索和廣泛應(yīng)用政府和社會資本合作的PPP(Public-Private Partnership)模式對于加快我國新型城鎮(zhèn)化建設(shè),提升國家治理能力,構(gòu)建國家現(xiàn)代財(cái)政制度具有重要意義。本文從PPP的概念,分類以及運(yùn)作框架等入手,介紹和總結(jié)了國內(nèi)外PPP模式的經(jīng)驗(yàn),闡述了福建省基礎(chǔ)設(shè)施領(lǐng)域中PPP模式的開展情況,結(jié)合實(shí)際應(yīng)用中的3個(gè)案例,對其經(jīng)驗(yàn)及存在的問題進(jìn)行分析,最后,提出了相關(guān)的政策建議。本文的研究內(nèi)容有以下五個(gè)部分,具體地:第一部分,緒論。包括論文的選題背景;PPP的概念,分類,運(yùn)作框架,及應(yīng)用理論基礎(chǔ);基礎(chǔ)設(shè)施的概念及分類;國內(nèi)外關(guān)于PPP模式的相關(guān)研究綜述;研究目標(biāo)及技術(shù)路線圖。第二部分,PPP模式國內(nèi)外成功經(jīng)驗(yàn)借鑒。引入英國PPP合作模式以及北京地鐵四號線PPP項(xiàng)目的成功經(jīng)驗(yàn)。第三部分,福建省基礎(chǔ)設(shè)施應(yīng)用PPP模式的主要進(jìn)展?偨Y(jié)了福建省經(jīng)濟(jì)發(fā)展及基礎(chǔ)設(shè)施概述,分析了福建省PPP模式應(yīng)用的現(xiàn)狀,并對福建省三種不同類型的基礎(chǔ)設(shè)施項(xiàng)目應(yīng)用PPP模式進(jìn)行相關(guān)的案例分析。第四部分,福建省基礎(chǔ)設(shè)施項(xiàng)目PPP模式應(yīng)用過程中存在的問題。從開發(fā)的理念傳統(tǒng),融資模式單一,項(xiàng)目風(fēng)險(xiǎn)不可控以及政府還款能力不夠四個(gè)問題展開闡述。第五部分,結(jié)論和政策建議。提出打造生態(tài)融資理念,構(gòu)建多元化模式,綜合評估項(xiàng)目風(fēng)險(xiǎn)以及合理運(yùn)用財(cái)政支出的四個(gè)建設(shè)性意見。
[Abstract]:In order to promote the strategic adjustment of economic structure and accelerate the construction of infrastructure, it is necessary to further innovate the investment and financing mechanism in key areas such as infrastructure construction in China, and fully mobilize the enthusiasm of social capital, especially private capital. The third Plenary session of the 18th CPC Central Committee proposed that "social capital should be allowed to participate in urban infrastructure investment and operation through franchising and other means." November 2014 the State Council's guidance on innovative investment and financing mechanisms in key areas to encourage social investment "opinions" (No. 60 of Guofa [2014]): "break down monopolies and market barriers in the industry," We will effectively lower barriers to entry, establish fair, open and transparent market rules, create an equal investment environment with equal rights, equal opportunities and rules, and further encourage social investment, especially private investment, to revitalize the stock, make good use of increments, and adjust the structure. Fill short board, serve national productivity layout, promote key area construction, increase public goods effective supply. " Therefore, in the context of the current efforts of governments at all levels to resolve the debt risks of local financing platforms and improve the efficiency and quality of public goods supply, It is of great significance to explore and widely apply the PPP (Public-Private Partnership) mode of cooperation between government and social capital for speeding up the construction of new urbanization, improving the national governance ability and constructing the national modern financial system. Starting with the concept, classification and operational framework of PPP, this paper introduces and summarizes the experience of domestic and foreign PPP model, expounds the development of PPP model in the field of infrastructure in Fujian Province, and combines with three cases of practical application. The experience and the existing problems are analyzed. Finally, the relevant policy recommendations are put forward. The research content of this paper has the following five parts, concretely: the first part, introduction. The background of this paper is the concept, classification, operational framework, and application theory basis of PPP; the concept and classification of infrastructure; the review of relevant research on PPP model at home and abroad; the research objectives and technical roadmap. The second part draws lessons from the successful experience of PPP model at home and abroad. Introduction of the UK PPP cooperation model and the successful experience of Beijing Metro Line 4 PPP project. The third part, the main progress of infrastructure application of PPP model in Fujian Province. This paper summarizes the economic development and infrastructure of Fujian Province, analyzes the current situation of the application of PPP model in Fujian Province, and makes a case study on the application of PPP mode to three different types of infrastructure projects in Fujian Province. The fourth part, the existing problems in the application of PPP model of Fujian infrastructure project. From the development concept tradition, the financing mode is single, the project risk is not controllable and the government repayment ability is not enough. Part V, conclusions and policy recommendations. Four constructive suggestions are put forward such as creating ecological financing idea, constructing diversified mode, synthetically evaluating project risk and making rational use of financial expenditure.
