【摘要】：本文基于世界經(jīng)濟形勢的新變化,結(jié)合我國新型城鎮(zhèn)化戰(zhàn)略實施的宏觀背景與延邊新型工業(yè)化推進的新形勢,在對城鎮(zhèn)化與產(chǎn)業(yè)結(jié)構(gòu)升級相關(guān)文獻和理論進行系統(tǒng)梳理的基礎(chǔ)上,界定了城鎮(zhèn)化與產(chǎn)業(yè)結(jié)構(gòu)升級的基本概念,進而探究了它們二者之間相互影響的內(nèi)在機理,即城鎮(zhèn)化通過促進要素流動、提供空間環(huán)境和改變市場需求這三個方面作用于產(chǎn)業(yè)結(jié)構(gòu)的升級;而產(chǎn)業(yè)結(jié)構(gòu)的升級則是通過提供發(fā)展動力、優(yōu)化城鎮(zhèn)功能及改變就業(yè)結(jié)構(gòu)這三個方面來作用于城鎮(zhèn)化。城鎮(zhèn)化和產(chǎn)業(yè)結(jié)構(gòu)升級之間存在的這種既相互聯(lián)系、相互促進,又相互影響、相互制約的相互作用機制是一個地區(qū)經(jīng)濟持續(xù)增長的動力與源泉。通過現(xiàn)狀分析可知,進入新世紀以來,在多重因素的推動下,延邊產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化發(fā)展在時序上表現(xiàn)出了齊頭并進的特征,而且它們的一致性較強,所以在一定程度上二者具有了互動發(fā)展的基本條件。但是,延邊產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化發(fā)展的協(xié)調(diào)性依然不夠,問題依然突出,這些問題表現(xiàn)在產(chǎn)業(yè)結(jié)構(gòu)方面,就是產(chǎn)業(yè)結(jié)構(gòu)演進對城鎮(zhèn)化的促進作用受到一些限制,而表現(xiàn)在城鎮(zhèn)化發(fā)展方面,就是地區(qū)間城鎮(zhèn)化與產(chǎn)業(yè)結(jié)構(gòu)演進發(fā)展的不平衡性影響了它們二者之間協(xié)調(diào)發(fā)展既定目標(biāo)的實現(xiàn)。通過實證分析可知,總體上來看,延邊鎮(zhèn)化率與非農(nóng)產(chǎn)業(yè)存在明顯的相關(guān)性,它們二者同方向變化;延邊城鎮(zhèn)化率與第二產(chǎn)業(yè)產(chǎn)值比重和就業(yè)比重存在明顯的相關(guān)性,第二產(chǎn)業(yè)產(chǎn)值比重與延邊城鎮(zhèn)化率反方向變化,而就業(yè)比重與延邊城鎮(zhèn)化率同方向變化;延邊城鎮(zhèn)化率與第三產(chǎn)業(yè)產(chǎn)值比重和就業(yè)比重存在顯著的相關(guān)性,它們均呈現(xiàn)同方向變化特征。相對第二產(chǎn)業(yè)而言,延邊第三產(chǎn)業(yè)對城鎮(zhèn)化的拉動作用更大一些,據(jù)此可知,延邊產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化發(fā)展的協(xié)調(diào)互動機制目前未能得以充分發(fā)揮。最后,依據(jù)理論與實證研究的主要結(jié)論,并結(jié)合延邊實際情況,提出了促進延邊產(chǎn)業(yè)結(jié)構(gòu)演進與城鎮(zhèn)化發(fā)展互動發(fā)展的對策建議:一是要不斷調(diào)整及優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),推進工業(yè)化建設(shè);二是要將區(qū)域中心城市的輻射帶動作用逐步強化;三是要逐步提高城鎮(zhèn)化發(fā)展的質(zhì)量,積極推進新型城鎮(zhèn)化;四是要進一步提高城市對外開放水平,注重產(chǎn)業(yè)結(jié)構(gòu)演進與城鎮(zhèn)化發(fā)展的協(xié)調(diào)性,繼續(xù)鞏固第三產(chǎn)業(yè)對城鎮(zhèn)化的持續(xù)拉動作用。
[Abstract]:Based on the new changes in the world economic situation, combined with the macro background of the implementation of the new urbanization strategy in China and the new situation of the new industrialization of Yanbian, this paper defines the basic concepts of urbanization and industrial structure upgrading on the basis of the systematic review of the related literature and theory of Urbanization and industrial structure upgrading, and then explores the basic concepts of the upgrading of urbanization and industrial structure. The inner mechanism of the mutual influence between the two of them is that urbanization promotes the upgrading of the industrial structure by promoting the flow of elements, providing the space environment and changing the market demand, while the upgrading of the industrial structure is the three aspects of the urbanization by providing the power of development, optimizing the function of the cities and towns and changing the employment structure. The interaction between urbanization and the upgrading of industrial structure is mutually related, mutual promotion and mutual influence. The interaction mechanism of mutual restriction is the motive force and source of a regional economic growth. Through the analysis of the current situation, the industrial structure and urbanization of Yanbian have been developed in the new century, with the impetus of multiple factors. The preface shows the characteristics of parallel progress, and their consistency is strong, so to a certain extent, the two parties have the basic conditions for interactive development. However, the coordination between the industrial structure of Yanbian and the development of urbanization is still not enough, and the problems are still outstanding. These problems are reflected in the industrial structure, that is, the evolution of the industrial structure to the town. The promotion of the urbanization is limited, and it is manifested in the development of urbanization, that is, the imbalance between the urbanization and the evolution of industrial structure between regions affects the realization of the established goal of the coordinated development between the two of them. Through the empirical analysis, it is clear that there is a clear correlation between the urbanization rate and the non-agricultural industry in Yanbian. The two changes in the same direction; the proportion of urbanization in Yanbian and the proportion of the output value of the second industry and the proportion of employment has obvious correlation. The proportion of the output value of the second industry and the reverse direction of the urbanization rate in Yanbian changes, and the proportion of employment and the Urbanization rate of Yanbian changes in the same direction; the proportion of the urbanization rate of Yanbian and the value of the output value of the third industry and the proportion of employment are significant. Relative, they all have the same direction change characteristics. Relative to the second industry, the third industry in Yanbian has more stimulating effect on urbanization. Accordingly, it can be seen that the coordination and interaction mechanism of the industrial structure and urbanization development of Yanbian has not been fully played. Finally, the main conclusions of theoretical and empirical research, combined with the Yanbian reality, are concluded. At the same time, we put forward the countermeasures and suggestions to promote the development of the industrial structure evolution and urbanization development in Yanbian. First, we should constantly adjust and optimize the industrial structure and promote the construction of industrialization; two, the role of the regional central cities should be gradually strengthened; three, the quality of urbanization development should be gradually improved, and the new urbanization should be actively promoted. The four is to further improve the level of urban opening to the outside world, pay attention to the coordination between the evolution of industrial structure and the development of urbanization, and continue to consolidate the sustained pull effect of the third industry on urbanization.
