【摘要】：城市化的本質(zhì)是人的城市化,是人理性自主選擇的結(jié)果。在工業(yè)化和城市化快速發(fā)展階段,人口不斷向大城市集聚是基本規(guī)律,大城市才是經(jīng)濟(jì)增長(zhǎng)的火車頭。我國(guó)在"城鎮(zhèn)化"發(fā)展思路的指導(dǎo)下,人為限制大城市人口及用地規(guī)模,致使大城市基礎(chǔ)設(shè)施和公共服務(wù)供給嚴(yán)重不足,城市運(yùn)行不堪負(fù)重。通過政策傾斜、財(cái)政補(bǔ)貼等方式優(yōu)先發(fā)展中小城市和小城鎮(zhèn),不僅無法避免其人口流失,而且導(dǎo)致了生產(chǎn)效率降低和資源浪費(fèi)。最近一二線和三四線城市房地產(chǎn)市場(chǎng)兩極分化恰恰是"城鎮(zhèn)化"發(fā)展思路帶來的不良后果。當(dāng)務(wù)之急是調(diào)整"城鎮(zhèn)化"發(fā)展思路,確立"城市化"的指導(dǎo)思想,放開對(duì)大城市發(fā)展的人為限制,以人口流動(dòng)的客觀規(guī)律為依據(jù)科學(xué)預(yù)測(cè)城市人口規(guī)模,合理配置基礎(chǔ)設(shè)施與公共服務(wù),以特大城市為龍頭,以城際交通為紐帶,帶動(dòng)城市群、城市帶的發(fā)展。而小城市和小城鎮(zhèn)現(xiàn)階段的重點(diǎn)是做好生態(tài)與文化的保護(hù)、基礎(chǔ)設(shè)施和公共服務(wù)的改善,為未來"后城市化階段"的人口回流奠定基礎(chǔ)。
[Abstract]:The essence of urbanization is human urbanization, which is the result of rational and independent choice. In the stage of rapid development of industrialization and urbanization, it is the basic law that the population agglomeration to the big city, and the big city is the locomotive of the economic growth. Under the guidance of the development of "urbanization", the artificial restriction of population and the scale of land use in large cities leads to a serious shortage of infrastructure and public service supply in large cities, and the operation of cities is unbearable. The preferential development of small and medium-sized cities and towns through preferential policies and financial subsidies will not only avoid the loss of population but also lead to the reduction of production efficiency and the waste of resources. Recently, the polarization of real estate market in the first, second and fourth tier cities is precisely the bad consequence of the development of urbanization. The urgent task is to adjust the development thinking of "urbanization", to establish the guiding ideology of "urbanization", to liberalize the artificial restrictions on the development of large cities, and to scientifically predict the population size of cities based on the objective laws of population flow. Rational allocation of infrastructure and public services, with mega-cities as the leading, inter-city transportation as a link, driving the development of urban agglomeration, urban belt. At the present stage, the emphasis of small cities and towns is to protect ecology and culture, improve infrastructure and public services, and lay the foundation for the population return of "post-urbanization stage" in the future.
