【摘要】：隨著經濟發(fā)展的不斷進步,國家對于基礎設施建設的需求逐漸增多。但因國家財政能力有限,為滿足建設需求,BT、BOT和PPP等集工程項目建設和投融資行為于一體的新型工程項目建設模式在中國的基礎設施建設市場上發(fā)展迅猛,BT模式得到廣泛認同。由于國家基礎設施建設項目都屬于依法必須公開招投標的項目,大型建筑施工企業(yè)做為基礎設施建設項目的投資建設主體,想要獲得這類工程項目的唯一途徑就是參與工程項目的投標工作,因此越來越多的參與到BT模式工程項目投標工作。由此看出研究施工企業(yè)對BT模式工程項目的投標報價決策問題,將對施工企業(yè)最終成功獲得項目以及滿足企業(yè)發(fā)展要求有重要的現實意義。本文以A施工企業(yè)對PG項目的投標報價決策為實際案例,通過BT模式特點分析了PG項目的特殊要求,項目投標報價決策的影響因素即項目風險和項目投資收益。運用項目風險評價指標體系和風險矩陣等理論方法,在分析、識別和評估PG項目風險后,構建了PG項目風險評價指標體系,并最終得出PG項目的風險系數。通過運用項目風險控制措施,制定出針對PG項目的風險規(guī)避對策方案。結合專家評分法和評價指標體系理論,最終得到有效的項目投標決策。在工程量清單為基礎的計價模式下計算PG項目預算價,并引用不平衡報價法為調整報價的技巧,對項目的報價進行了調整,得出了PG項目的投資總額。通過引用資本資產定價模型、凈資產收益率等理論方法,得到PG項目的預期投資收益率和凈資產收益率作為項目報價決策的數據支持。
[Abstract]:With the development of economy, the demand for infrastructure is increasing. However, due to the limited financial capacity of the country, a new type of project construction model, which integrates the construction and investment and financing behavior of the project, has been widely accepted in the infrastructure construction market in China in order to meet the construction needs. Since national infrastructure construction projects belong to projects that must be publicly solicited and tendered according to law, large construction enterprises are the main investors in infrastructure construction projects. The only way to get this kind of project is to participate in the bidding of the project, so more and more people participate in the bidding of the BT model project. Therefore, it is of great practical significance to study the decision making of bidding quotation for BT mode project in construction enterprises, which will be of great practical significance for the construction enterprises to obtain the project successfully and to meet the requirements of enterprise development. Taking the decision of bidding quotation for PG project in A construction enterprise as an actual case, this paper analyzes the special requirements of PG project through the characteristics of BT mode, and the factors that influence the decision of bidding quotation of the project are project risk and project investment income. After analyzing, identifying and evaluating PG project risk, the risk evaluation index system of PG project is constructed by using the project risk evaluation index system and risk matrix theory. Finally, the risk coefficient of PG project is obtained. Through the use of project risk control measures, to formulate the PG project risk aversion countermeasures. Combined with expert scoring method and evaluation index system theory, an effective project bidding decision is finally obtained. This paper calculates the budget price of PG project under the valuation mode based on bill of quantities, and applies the unbalanced quotation method as the skill of adjusting quotation, adjusts the quotation of the project and obtains the total investment amount of PG project. By quoting the capital asset pricing model and the return on net assets theory, the expected return on investment and the rate of return on net assets of PG project are obtained as the data of project quotation decision.
