【摘要】：農(nóng)村"人減地增"現(xiàn)象反映宅基地低效利用問題,建立宅基地退出機制、提高宅基地資源配置效率,成為緩解城鎮(zhèn)擴展占地壓力的重要手段。針對農(nóng)村宅基地退出在政策上所遭遇的土地使用權(quán)與農(nóng)房私產(chǎn)屬性不匹配矛盾,主流觀點是推動宅基地財產(chǎn)化并放開宅基地市場。鼓勵農(nóng)民賣房賣地進城的改革思路,不僅造成我國城鎮(zhèn)化巨大風險,而且在技術(shù)上也不能解決宅基地低效利用問題。在農(nóng)村宅基地公有私用制度框架下,宅基地低效利用問題可通過加強管理農(nóng)民建房行為的辦法解決。具體操作是抓住正興起農(nóng)村第三波建房潮,順應(yīng)農(nóng)民居住需求變化,合理編制村莊規(guī)劃并嚴格執(zhí)行,積極實施村莊更新戰(zhàn)略,引導(dǎo)農(nóng)民自發(fā)有序退出閑置廢棄宅基地。
[Abstract]:The phenomenon of "reducing people and increasing land" reflects the problem of inefficient utilization of homestead, establishes the mechanism of homestead withdrawal, improves the efficiency of allocation of homestead resources, and becomes an important means to relieve the pressure of urban expansion. In view of the contradiction between the right to use land and the property of the private property of the farm house, the mainstream view is to promote the homestead property and open the homestead market. The reform idea of encouraging farmers to sell houses and land to cities not only causes the huge risk of urbanization in our country, but also cannot solve the problem of inefficient utilization of homestead technically. Under the framework of the system of public and private use of rural homestead, the problem of inefficient utilization of homestead can be solved by strengthening the management of farmers' building behavior. The concrete operation is to catch the third wave of housing construction tide rising in the countryside, conform to the change of the peasants' living demand, make the village plan reasonably and execute strictly, actively implement the strategy of village renewal, and guide the peasants to withdraw spontaneously and orderly from the idle abandoned homestead.
