PPP模式對(duì)教育公共服務(wù)能力的影響研究

【摘要】:教育公共服務(wù)是公共服務(wù)的核心內(nèi)容之一,我國(guó)經(jīng)濟(jì)快速發(fā)展的同時(shí),城鎮(zhèn)化進(jìn)程也在不斷推進(jìn),公民對(duì)教育公共服務(wù)的需求日益擴(kuò)大,這就對(duì)教育公共服務(wù)提出了新的要求。城鎮(zhèn)化進(jìn)程中,外來(lái)務(wù)工子女的大量涌現(xiàn)與當(dāng)?shù)亓x務(wù)教育供給不足之間的矛盾,亦成為適齡兒童享受公平公正受教育權(quán)利的進(jìn)一步阻礙。與此同時(shí),作為一種新興的公私合營(yíng)模式,PPP通過(guò)吸引社會(huì)資本參與公共產(chǎn)品和服務(wù)的提供,充分發(fā)揮公私部門各自的優(yōu)勢(shì),從而實(shí)現(xiàn)資源的優(yōu)化配置和社會(huì)福利的最大化!蛾P(guān)于在公共服務(wù)領(lǐng)域推廣政府和社會(huì)資本合作模式的指導(dǎo)意見(jiàn)》(2015年5月國(guó)務(wù)院辦公廳轉(zhuǎn)發(fā)國(guó)發(fā)[2015]42號(hào))要求在交通運(yùn)輸、教育、醫(yī)療、衛(wèi)生、水利、養(yǎng)老、科技等公共服務(wù)領(lǐng)域廣泛采用政府和社會(huì)資本合作模式!秶(guó)家教育事業(yè)發(fā)展“十三五”規(guī)劃》國(guó)發(fā)[2017]4號(hào)在確定教育現(xiàn)代化指導(dǎo)思想時(shí),強(qiáng)調(diào)全面深化教育改革,著力提高教育質(zhì)量,著力促進(jìn)教育公平,加快推進(jìn)教育現(xiàn)代化,實(shí)現(xiàn)教育更高質(zhì)量、更加公平、更有效率、更可持續(xù)的發(fā)展。而社會(huì)資本的引入使得市場(chǎng)機(jī)制能更好地發(fā)揮其作用,提高教育資源配置效率。因此,研究PPP模式對(duì)教育公共服務(wù)能力的影響具有重大意義。本文首先梳理了PPP模式和教育公共服務(wù)能力國(guó)內(nèi)外文獻(xiàn)研究,對(duì)PPP模式和教育公共服務(wù)能力的概念進(jìn)行了相關(guān)界定,繼而對(duì)政府失靈理論、民營(yíng)化理論、新公共管理理論等相關(guān)理論進(jìn)行了介紹,詳細(xì)論述了有關(guān)理論的內(nèi)容和發(fā)展。其次分析了我國(guó)PPP模式和教育公共服務(wù)能力現(xiàn)狀,并把國(guó)外PPP模式在公共服務(wù)領(lǐng)域運(yùn)作中的成功經(jīng)驗(yàn)作為我國(guó)運(yùn)作PPP模式的經(jīng)驗(yàn)借鑒。本文以教育公共服務(wù)為研究對(duì)象,通過(guò)對(duì)PPP模式下教育公共服務(wù)的效率分析,從而實(shí)證分析PPP模式對(duì)教育公共服務(wù)能力的影響。具體而言,從效率和公平的角度,PPP模式的參與分別以PPP項(xiàng)目投入下效率和有關(guān)教育PPP模式的法規(guī)政策數(shù)表示,進(jìn)而研究PPP模式對(duì)教育公共服務(wù)效率和公平性的影響。分析結(jié)果發(fā)現(xiàn),在PPP模式介入程度高的區(qū)域中,甘肅省、山東省、江蘇省等省份屬于PPP模式對(duì)教育公共服務(wù)能力作用顯著的區(qū)域,因此,為了進(jìn)一步考察PPP模式在教育公共服務(wù)的實(shí)際應(yīng)用情況,微觀上選取江蘇省19家小學(xué)作為研究樣本,調(diào)研分析PPP模式對(duì)教育公共服務(wù)能力的影響。本文研究結(jié)果表明:(1)PPP項(xiàng)目資金投入通過(guò)對(duì)教育公共服務(wù)效率的作用提升了教育公共服務(wù)能力。PPP模式可以帶來(lái)教育公共服務(wù)的有效性。(2)PPP模式相關(guān)的法規(guī)政策數(shù)和教育公共服務(wù)能力負(fù)相關(guān)。法規(guī)條令的非權(quán)威性和不穩(wěn)定性并不能確保教育公共服務(wù)的公平性。(3)社會(huì)資本投資比與外聘教師比作為PPP模式中的財(cái)力投入和人力支持,對(duì)教育公共服務(wù)起到支撐作用,可以有效提高教育公共服務(wù)能力。(4)政府監(jiān)管機(jī)制和風(fēng)險(xiǎn)、收益分配機(jī)制的不完善不能帶動(dòng)私人部門投資的積極性,從而從更大層面提供教育公共服務(wù)以保證教育公共服務(wù)供給的公平性。為此,本文最后給出政策建議,認(rèn)為應(yīng)該從放松市場(chǎng)準(zhǔn)入制度;建立健全法律法規(guī)制度;完善監(jiān)管和風(fēng)險(xiǎn)、收益分配機(jī)制;加強(qiáng)人才培養(yǎng)和引進(jìn)四個(gè)方面完善創(chuàng)新教育公共服務(wù)供給的PPP模式,以推動(dòng)PPP模式的良好運(yùn)行,提升教育公共服務(wù)能力。
[Abstract]:The education public service is one of the core contents of the public service. At the same time, the rapid development of our economy, the process of urbanization is also advancing. The demand for public service of education is increasing. This has put forward new requirements to the public service of education. In the process of urbanization, the emergence of the children from outside to work and the local compulsory education supply in the process of Urbanization At the same time, as a new model of public and private partnership, PPP, as a new public and private partnership model, makes full use of the advantages of public and private sectors by attracting social capital to participate in public goods and services, thus realizing the optimal allocation of resources and society. "The maximization of welfare." guidance on the promotion of government and social capital cooperation in the field of public services ([2015]42 in May 2015 by the State Council Office of the State Council) requires a wide range of government and social capital cooperation patterns in public services such as transportation, education, medical treatment, health, water conservancy, pension and technology. < National Education. The plan of "13th Five-Year", "planning for the development of the enterprise", "national development [2017]4", in determining the guiding ideology of education modernization, emphasizes the overall deepening of educational reform, efforts to improve the quality of education, to promote educational equity, to accelerate the modernization of education, to achieve higher quality of education, to be more equitable, more efficient and more sustainable. The market mechanism can better play its role and improve the efficiency of the allocation of educational resources. Therefore, it is of great significance to study the influence of PPP model on the ability of educational public service. This paper first combs the literature research on PPP model and the ability of educational public service at home and abroad, and defines the concept of PPP model and educational public service ability. Then, the theory of government failure, privatization and new public management theory are introduced, and the content and development of relevant theories are discussed in detail. Secondly, the current situation of PPP model and educational public service ability in China is analyzed, and the successful experience of foreign PPP mode in the field of public service is used as the PPP model of our country's operation. Based on the analysis of the efficiency of educational public service in the PPP model, this paper empirically analyses the impact of PPP mode on the public service ability of education. In detail, from the perspective of efficiency and fairness, the participation of PPP model in the efficiency of the PPP project and the related PPP model of education respectively. The effect of PPP model on the efficiency and fairness of educational public service is studied. The results show that in the areas with high level of PPP intervention, the provinces of Gansu, Shandong, Jiangsu and other provinces belong to the region of the PPP model's role in the educational public service ability, so that the PPP model can be further investigated. The actual application of the public service, microcosmic selected 19 primary schools in Jiangsu Province as the research samples, and analyzed the influence of the PPP model on the educational public service ability. The results of this study showed that: (1) the PPP project fund input promoted the education public service ability.PPP model to bring about Teaching through the role of the educational public service efficiency. The effectiveness of raising public service. (2) the number of laws and policies related to the PPP model is negatively related to the ability to educate public services. The non authority and instability of the regulations will not ensure the fairness of the educational public service. (3) the social capital investment is compared with the external teacher as the financial input and human support in the PPP model. It can effectively improve the public service ability of education. (4) the government supervision mechanism and risk, the imperfect income distribution mechanism can not drive the enthusiasm of private sector investment, thus providing education public services to ensure the fairness of the public service for education from a larger level. It is believed that we should relax the system of market access, establish and improve the system of laws and regulations, improve the mechanism of supervision and risk, distribution of income, and strengthen the PPP model of four aspects to improve the supply of public service in innovative education, in order to promote the good operation of PPP model and improve the ability of teaching and education.
