【摘要】：作為實現(xiàn)社會現(xiàn)代化進程的必由之路,城鎮(zhèn)化是社會形態(tài)由傳統(tǒng)鄉(xiāng)村型社會向現(xiàn)代化城市型社會轉(zhuǎn)變的過程,伴隨著經(jīng)濟增長、科技進步以及產(chǎn)業(yè)調(diào)整。我國的城鎮(zhèn)化發(fā)展起步較晚,但發(fā)展速度較快,傳統(tǒng)城鎮(zhèn)化發(fā)展過程中伴隨著一系列問題與矛盾,亟待轉(zhuǎn)向以人為本、城鄉(xiāng)統(tǒng)籌一體化發(fā)展、產(chǎn)業(yè)優(yōu)化互動、生態(tài)環(huán)境改善為基本特征的新型城鎮(zhèn)化發(fā)展道路。本文從政策引導與激勵、經(jīng)濟增長、產(chǎn)業(yè)結(jié)構(gòu)、農(nóng)業(yè)發(fā)展、城鄉(xiāng)建設、勞動力素質(zhì)六大方面,系統(tǒng)分析了各動力因素相互作用而形成的新型城鎮(zhèn)化動力機制,并將其總結(jié)為政策引導與激勵的統(tǒng)籌機制、經(jīng)濟增長的核心機制、農(nóng)業(yè)發(fā)展的基礎(chǔ)機制、第二產(chǎn)業(yè)發(fā)展的根本機制、第三產(chǎn)業(yè)發(fā)展的后發(fā)機制、城鄉(xiāng)建設的保障機制與勞動力素質(zhì)的長效機制�；诖�,本文采用VAR模型構(gòu)建了洛陽市新型城鎮(zhèn)化發(fā)展各動力因素指標體系,分別估計了各因素對洛陽市新型城鎮(zhèn)化發(fā)展的作用機制。洛陽市作為建設中原經(jīng)濟區(qū)的區(qū)域副中心城市,是河南省經(jīng)濟發(fā)展新的增長極,被列為國家新型城鎮(zhèn)化綜合試點城市名單之列。如何發(fā)揮新型城鎮(zhèn)化動力機制作用,更好更快地推進新型城鎮(zhèn)化建設是洛陽市面臨的重要問題。在新型城鎮(zhèn)化建設進程中,洛陽市重要的經(jīng)濟戰(zhàn)略地位與其城鎮(zhèn)化發(fā)展水平并不相符,出現(xiàn)了城鎮(zhèn)化發(fā)展不合理、城鄉(xiāng)發(fā)展不協(xié)調(diào)、產(chǎn)業(yè)結(jié)構(gòu)不合理、環(huán)境治理有待改善、高等人才缺失、城鎮(zhèn)化體制機制缺乏創(chuàng)新等一系列問題�；谠摪l(fā)展背景,本文從新型城鎮(zhèn)化各動力因素的角度出發(fā),對洛陽市新型城鎮(zhèn)化政策進行解構(gòu),厘清了洛陽市新型城鎮(zhèn)化的發(fā)展方向,分析出洛陽市在注重政策引導、農(nóng)業(yè)發(fā)展、第三產(chǎn)業(yè)發(fā)展、城鄉(xiāng)建設的動力機制作用的同時,不能忽視第二產(chǎn)業(yè)發(fā)展這一根本機制與勞動力素質(zhì)發(fā)展這一長效機制。結(jié)合其動力機制的作用效果,本文從優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、統(tǒng)籌城鄉(xiāng)發(fā)展、強化人才培養(yǎng)三個方面重點總結(jié)新型城鎮(zhèn)化發(fā)展的提升路徑,為洛陽市今后新型城鎮(zhèn)化的發(fā)展提供政策建議。
[Abstract]:As the only way to realize the process of social modernization, urbanization is the process of social transformation from traditional rural society to modern urban society, accompanied by economic growth, scientific and technological progress and industrial adjustment. The development of urbanization in China starts late, but the speed of development is fast. With a series of problems and contradictions in the development of traditional urbanization, it is urgent to turn to people-oriented, urban-rural integrated development, industrial optimization interaction. Ecological environment improvement as the basic characteristic of new urbanization development road. This paper systematically analyzes the dynamic mechanism of urbanization formed by the interaction of various dynamic factors from six aspects of policy guidance and encouragement, economic growth, industrial structure, agricultural development, urban and rural construction, and labor quality. It is summed up as the overall mechanism of policy guidance and encouragement, the core mechanism of economic growth, the basic mechanism of agricultural development, the fundamental mechanism of the development of the secondary industry, the mechanism of the development of the tertiary industry, and the mechanism of the late development of the tertiary industry. The guarantee mechanism of urban and rural construction and the long effect mechanism of labor quality. Based on this, this paper uses VAR model to construct the index system of various dynamic factors for the development of new urbanization in Luoyang, and estimates the action mechanism of each factor on the development of new urbanization in Luoyang. Luoyang, as a regional sub-center city in the construction of Central Plains Economic Zone, is a new growth pole of economic development in Henan Province, and is listed as a new type of comprehensive pilot city list of urbanization in China. It is an important problem that Luoyang city faces how to play the role of the new urbanization dynamic mechanism and to promote the construction of the new urbanization better and faster. In the process of new-type urbanization construction, the important economic strategic position of Luoyang does not accord with its urbanization development level. The development of urbanization is unreasonable, the development of urban and rural areas is not coordinated, the industrial structure is unreasonable, and the environmental management needs to be improved. A series of problems, such as the lack of higher talents and the lack of innovation of urbanization system mechanism, etc. Based on the development background, this paper deconstructs the new urbanization policy, clarifies the development direction of the new urbanization in Luoyang, and analyzes that Luoyang is paying attention to the policy guidance from the point of view of the various driving factors of the new urbanization. At the same time, the basic mechanism of the development of the secondary industry and the long-term mechanism of the development of the quality of labor can not be ignored while the dynamic mechanism of agricultural development, the development of the tertiary industry and the construction of urban and rural areas can not be ignored. Combined with the effect of its dynamic mechanism, this paper summarizes the promotion path of new urbanization development from three aspects: optimizing the industrial structure, coordinating the urban and rural development, and strengthening the talent training. To provide policy advice for the development of new urbanization in Luoyang City in the future.
