【摘要】：隨著新型城鎮(zhèn)化戰(zhàn)略的深入推進,單一的財政投入已無法滿足日益高漲的基礎(chǔ)設(shè)施建設(shè)和服務(wù)需求。于此背景下,PPP模式以其更高經(jīng)濟效率、時間效率以及增加基礎(chǔ)融資與改善公共服務(wù)的優(yōu)點,在中國得到廣泛運用。一個公共項目能否按照PPP模式實施,需要物有所值法提供定性和可量化的依據(jù)。但現(xiàn)階段物有所值法偏重定性評價,且其指標(biāo)體系及權(quán)重存在爭議;定量評價在實踐中還沒有得到有效應(yīng)用。本文基于PPP項目全生命周期角度,分析出物有所值法應(yīng)用中存在的難題,嘗試研究阻礙VFM應(yīng)用中的5大難點,旨在提高物有所值法在PPP項目中的應(yīng)用程度。具體開展以下幾個方面的研究:(1)結(jié)合PPP模式背景,從物有所值應(yīng)用現(xiàn)狀及國內(nèi)外PPP項目評價的文獻綜述中,明確本文應(yīng)用研究的內(nèi)容及思路。(2)闡述項目評價理論、方法以及利益分配的Shapley值法,重點剖析了物有所值理論及其四種主要方法,將物有所值應(yīng)用范圍擴展至項目全生命周期。全球6個國家及香港地區(qū)VFM的應(yīng)用經(jīng)驗,對我國當(dāng)前VFM應(yīng)用起到了建設(shè)性啟示。(3)改進設(shè)計了定性評價指標(biāo)體系,運用不確定型層次分析法來確定權(quán)重,這一研究是本文的創(chuàng)新之一,并在實際案例中得到驗證。(4)將定量評價的應(yīng)用階段擴展至項目全生命周期,對折現(xiàn)率的計算與選擇提出可行性思考,細(xì)化了PSC值和PPP值成本并分析其數(shù)據(jù)來源,運用情景分析法結(jié)合概率法來量化風(fēng)險,構(gòu)建Shapley值修正模型來量化利益分配。(5)選取某市海綿城市試點建設(shè)PPP項目為實際背景,從定性評價和定量評價兩方面進行了案例分析,用實際數(shù)據(jù)驗證了本文研究成果。本文的研究結(jié)論對推動VFM法在PPP項目評價中的應(yīng)用,具有一定的理論參考價值和實際借鑒作用。
[Abstract]:With the development of new urbanization strategy, a single financial investment can not meet the increasing demand for infrastructure construction and services. In this context, the PPP model has been widely used in China because of its advantages of higher economic efficiency, more time efficiency, more basic financing and better public services. Whether a public project can be implemented according to the PPP model requires a value for money method to provide a qualitative and quantifiable basis. However, at present, the value for money method focuses on qualitative evaluation, and its index system and weight are controversial, and quantitative evaluation has not been effectively applied in practice. Based on the whole life cycle of PPP project, this paper analyzes the problems existing in the application of the value for money method, and tries to study the five difficulties that hinder the application of VFM, in order to improve the application degree of the value for money method in the PPP project. With the background of PPP model, from the current situation of value for money application and the literature review of domestic and foreign PPP project evaluation, this paper clarifies the contents and ideas of this paper's applied research. The method and the Shapley value method of benefit distribution are introduced. The theory of value for money and its four main methods are analyzed, and the application range of value for money is extended to the whole life cycle of the project. The application experience of VFM in 6 countries of the world and Hong Kong area, which has a constructive enlightenment to the current VFM application in China, has improved the qualitative evaluation index system and used the uncertain Analytic hierarchy process (AHP) to determine the weight. This study is one of the innovations of this paper, and has been verified in practical cases. (4) the application stage of quantitative evaluation is extended to the whole life cycle of the project, and the feasibility of calculating and selecting the discount rate is put forward. The cost of PSC value and PPP value is refined and its data source is analyzed. The risk is quantified by scenario analysis method combined with probability method, and the Shapley value correction model is constructed to quantify the distribution of benefits. Case analysis is carried out from qualitative evaluation and quantitative evaluation, and the research results are verified by actual data. The conclusion of this paper has certain theoretical reference value and practical reference value to promote the application of VFM method in PPP project evaluation.
