【摘要】：就業(yè)是民生之本,關(guān)系到廣大人民群眾的切身利益,也關(guān)系到國(guó)家的安定和繁榮。大學(xué)生是就業(yè)大軍中的重要群體,他們素質(zhì)高,有活力,有潛力,是社會(huì)發(fā)展的生力軍。大學(xué)生能否順利的、高質(zhì)量的就業(yè),不僅是實(shí)現(xiàn)自身價(jià)值的問(wèn)題,也是構(gòu)建和諧社會(huì)的重要內(nèi)容。作為維護(hù)和實(shí)現(xiàn)社會(huì)公共利益的政府,更應(yīng)重視大學(xué)生就業(yè)問(wèn)題,因地制宜,出臺(tái)相關(guān)政策,為大學(xué)生就業(yè)提供各種服務(wù)。本文以河源市政府促進(jìn)大學(xué)生就業(yè)政策為例,以大學(xué)生就業(yè)政策及實(shí)施效果分析為切入點(diǎn),分析了河源市大學(xué)生就業(yè)政策及執(zhí)行狀況、取得的成就以及存在的問(wèn)題,在借鑒國(guó)內(nèi)外地方政府促進(jìn)大學(xué)生就業(yè)經(jīng)驗(yàn)的基礎(chǔ)上,提出了進(jìn)一步完善地方政府促進(jìn)大學(xué)生就業(yè)政策的建議,期望能夠?yàn)榈胤秸峁┱咦稍儭１疚慕柚墨I(xiàn)研究、案例研究等方法,以河源市大學(xué)生就業(yè)政策為研究對(duì)象,通過(guò)挖掘和分析當(dāng)前河源市促進(jìn)大學(xué)生就業(yè)政策的實(shí)施效果和存在的問(wèn)題,為就業(yè)政策的改進(jìn)提供建議和參考。研究發(fā)現(xiàn),目前河源市促進(jìn)大學(xué)生就業(yè)政策實(shí)施中取得了卓有成效成果。但也存在以下問(wèn)題:就業(yè)服務(wù)政策存在缺陷,人才激勵(lì)政策不健全,就業(yè)市場(chǎng)監(jiān)管政策不完善以及就業(yè)保障政策供給不足等。造成這些問(wèn)題的原因是多方面的,具體看來(lái),主要體現(xiàn)在:就業(yè)政策缺乏必要的支持與配套,就業(yè)政策存在缺位現(xiàn)象,就業(yè)政策存在越位現(xiàn)象以及就業(yè)政策存在錯(cuò)位現(xiàn)象等。通過(guò)上述問(wèn)題和原因的分析,本文最后從完善大學(xué)生就業(yè)服務(wù)政策,完善人才激勵(lì)與管理制度安排,完善大學(xué)生就業(yè)市場(chǎng)監(jiān)管政策,完善大學(xué)生就業(yè)保障政策等四個(gè)宏觀維度以及若干具體操作層面,提出完善河源市大學(xué)生就業(yè)政策的應(yīng)對(duì)之舉。本文的創(chuàng)新之處主要在于研究對(duì)象及其結(jié)論方面的創(chuàng)新。河源市屬于經(jīng)濟(jì)欠發(fā)達(dá)地區(qū),目前針對(duì)經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)的政府促進(jìn)大學(xué)生就業(yè)政策的研究還比較少,因此本文選擇河源市為研究對(duì)象,通過(guò)研究,提出完善地方政府促進(jìn)大學(xué)生就業(yè)政策的意見(jiàn)和期望。同時(shí),其研究結(jié)論對(duì)于經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)的大學(xué)生就業(yè)工作具有一定的政策咨詢價(jià)值。
[Abstract]:Employment is the foundation of people's livelihood, related to the vital interests of the broad masses of the people, and also related to the stability and prosperity of the country. College students are an important group in the army of employment, they have high quality, vitality and potential, they are the new force of social development. Whether college students can obtain employment smoothly and with high quality is not only a question of realizing their own value, but also an important content of constructing a harmonious society. As the government that maintains and realizes the social public interest, it should pay more attention to the employment problem of college students, take measures according to the local conditions, issue relevant policies, and provide various services for the employment of college students. This paper takes the policy of promoting the employment of college students in Heyuan City as an example, and analyzes the employment policy and implementation status of university students in Heyuan City, as well as the achievements and existing problems, taking the employment policy of college students and the analysis of the effect of the implementation as the starting point. Based on the experience of local governments at home and abroad in promoting college students' employment, this paper puts forward some suggestions on how to further improve the policies of local governments to promote college students' employment, hoping to provide policy advice for local governments. With the help of literature research and case study, this paper takes the employment policy of college students in Heyuan City as the research object, and analyzes the effect and existing problems of the implementation of the employment policy for college students in Heyuan City. To provide suggestions and references for the improvement of employment policy. The study found that Heyuan City has achieved fruitful results in the implementation of employment policy for college students. But there are also the following problems: the employment service policy is defective, the talent incentive policy is not perfect, the employment market supervision policy is not perfect, and the employment security policy supply is insufficient. There are many reasons for these problems, which are mainly reflected in: the lack of necessary support and support of employment policy, the absence of employment policy, the offside phenomenon of employment policy and the dislocation of employment policy. Through the analysis of the above problems and reasons, this paper finally consummates the employment service policy of college students, consummates the talent incentive and management system arrangement, consummates the university student employment market supervision policy, Improve the employment security policy of college students and four macro dimensions, as well as a number of specific operational levels, proposed to improve the employment policy of college students in Heyuan City. The innovation of this paper mainly lies in the innovation of the research object and its conclusion. Heyuan is an underdeveloped area, so the research on the policy of promoting college students' employment in the economically underdeveloped areas is still relatively few, so this paper chooses Heyuan City as the research object, through the research, Put forward the advice and expectation that the local government promotes the employment policy of college students. At the same time, its conclusion has certain policy consultation value for the employment of college students in underdeveloped areas.
