【摘要】：提升生態(tài)功能區(qū)自身可持續(xù)發(fā)展能力是更好發(fā)揮生態(tài)功能區(qū)生態(tài)保護功能的根本保證。近年來,國家高度重視生態(tài)功能區(qū)的可持續(xù)發(fā)展,生態(tài)功能區(qū)可持續(xù)發(fā)展能力不斷增強。但生態(tài)功能區(qū)生態(tài)環(huán)境保護與經(jīng)濟社會發(fā)展間尚未形成協(xié)調(diào)發(fā)展關(guān)系、生態(tài)環(huán)境保護籌資模式過度依賴中央財政轉(zhuǎn)移支付、生態(tài)產(chǎn)品和服務(wù)的市場化交易機制尚未建立、生態(tài)功能區(qū)基礎(chǔ)設(shè)施和公共服務(wù)發(fā)展相對滯后。總體看,生態(tài)功能區(qū)可持續(xù)發(fā)展能力仍顯不足。未來應(yīng)支持生態(tài)功能區(qū)建立良好的生態(tài)保護與經(jīng)濟社會發(fā)展協(xié)調(diào)機制、建立對生態(tài)功能區(qū)的多元投入機制、建立生態(tài)產(chǎn)品和服務(wù)的市場交易機制、提升生態(tài)功能區(qū)的基礎(chǔ)設(shè)施和公共服務(wù)水平,為生態(tài)功能區(qū)可持續(xù)發(fā)展提供重要保障。
[Abstract]:Improving the ability of sustainable development of ecological functional areas is the fundamental guarantee to better play the ecological protection function of ecological functional areas. In recent years, the country attaches great importance to the sustainable development of ecological functional areas, and the ability of sustainable development of ecological functional areas is constantly enhanced. However, the relationship between ecological environmental protection and economic and social development in ecological functional areas has not yet formed a coordinated development relationship, the mode of financing for ecological environment protection is excessively dependent on the central financial transfer payment, and the market-oriented trading mechanism of ecological products and services has not yet been established. The development of infrastructure and public services in ecological functional areas lags behind. Overall, the ability of sustainable development of ecological functional areas is still insufficient. In the future, we should support the ecological functional areas to establish a good coordination mechanism between ecological protection and economic and social development, to establish a multi-input mechanism for ecological functional areas, and to establish a market trading mechanism for ecological products and services. To improve the level of infrastructure and public services in ecological functional areas and to provide an important guarantee for the sustainable development of ecological functional areas.
