中國省域工業(yè)生態(tài)效率及影響因素的空間計(jì)量分析

【摘要】:本文采用VRS_DEA模型測(cè)算了2005-2014年間中國30個(gè)省域的工業(yè)生態(tài)效率,并在此基礎(chǔ)上采用空間計(jì)量模型檢驗(yàn)其影響因素。測(cè)算結(jié)果表明:研究期間,中國大部分省域的工業(yè)生態(tài)效率呈現(xiàn)波動(dòng)上升的趨勢(shì),省際差異明顯,呈現(xiàn)出自西向東逐漸增強(qiáng)的空間發(fā)展格局。實(shí)證檢驗(yàn)發(fā)現(xiàn):工業(yè)發(fā)展和科技創(chuàng)新對(duì)工業(yè)生態(tài)效率具有正向促進(jìn)作用;而環(huán)境規(guī)制、對(duì)外開放與財(cái)政分權(quán)的影響顯著為負(fù);產(chǎn)業(yè)集聚與工業(yè)生態(tài)效率呈現(xiàn)"倒U"型關(guān)系;由于高污染行業(yè)所帶來的污染排放與經(jīng)濟(jì)效益并存,導(dǎo)致工業(yè)結(jié)構(gòu)對(duì)工業(yè)生態(tài)效率的影響不顯著,但并不能由此忽略工業(yè)結(jié)構(gòu)變化帶來的環(huán)境污染問題。此外,在空間交互作用方面,工業(yè)生態(tài)效率的空間滯后項(xiàng)系數(shù)顯著為正,表明地方政府可能在環(huán)境治理方面具有互相借鑒與模仿的行為;工業(yè)發(fā)展水平的二次項(xiàng)具有正向的空間溢出效應(yīng);財(cái)政分權(quán)與工業(yè)結(jié)構(gòu)的空間溢出效應(yīng)顯著為負(fù);產(chǎn)業(yè)集聚的空間滯后項(xiàng)與工業(yè)生態(tài)效率呈現(xiàn)"正U"型關(guān)系,因此對(duì)相鄰地區(qū)工業(yè)生態(tài)效率的影響呈現(xiàn)先抑制后提升的關(guān)系。
[Abstract]:In this paper, the industrial ecological efficiency of 30 provinces in China from 2005 to 2014 was measured by using VRS_DEA model, and on this basis, spatial econometric model was used to test the influencing factors. The results show that the industrial ecological efficiency of most provinces in China has a trend of fluctuation and rising during the period of study. The difference between provinces is obvious and the spatial development pattern is gradually enhanced from west to east. The empirical results show that industrial development and scientific and technological innovation have a positive effect on industrial ecological efficiency, while environmental regulation, opening to the outside world and fiscal decentralization have negative effects, industrial agglomeration and industrial ecological efficiency have a "inverted U" type relationship. Due to the coexistence of pollution emissions and economic benefits brought by high-pollution industries, the impact of industrial structure on industrial ecological efficiency is not significant, but the environmental pollution caused by industrial structure changes can not be ignored. In addition, in the aspect of spatial interaction, the coefficient of spatial lag term of industrial ecological efficiency is significantly positive, which indicates that local government may have the behavior of mutual reference and imitation in environmental governance. The quadratic term of industrial development level has the positive spatial spillover effect, the fiscal decentralization and the spatial spillover effect of industrial structure are significantly negative, the spatial lag term of industrial agglomeration has a "positive U" type relationship with industrial ecological efficiency. Therefore, the influence on the industrial ecological efficiency of adjacent regions is restrained first and then promoted.
