SW市食品安全監(jiān)管問題研究

【摘要】:近幾年來,隨著我國經(jīng)濟(jì)社會的迅速發(fā)展,我國食品工作重點已從過去關(guān)注食品數(shù)量問題向關(guān)注食品質(zhì)量安全問題轉(zhuǎn)變。眾所周知,食品安全問題的重要性,它是關(guān)系民生的一件大事,我們可以從一個國家的食品安全狀況看出這個國家的人民生活水平狀況,也可以折射出這個國家的行政管理水平,人們的道德品質(zhì),國家經(jīng)濟(jì)發(fā)展水平,國家法律法規(guī)完善情況。最近幾年,我國的食品安全事件發(fā)生率增高,各類食品安全問題層出不窮,不僅對我國食品行業(yè)是重大的打擊,也暴露出我國在食品安全監(jiān)管方面存在很大的缺陷和問題,由此引發(fā)出我國的食品安全危機,我國民眾甚至對此類問題失去了信心。所以,在這樣的環(huán)境下,強化食品安全監(jiān)管更為重要,食品監(jiān)管部門應(yīng)當(dāng)加大力度,從監(jiān)管食品的生產(chǎn)環(huán)節(jié)、流通環(huán)節(jié)到銷售環(huán)節(jié)等。SW市處于廣東省東南部沿海,是廣東省地級市,其管理區(qū)域有三個區(qū)、三個縣(市),目前全市人口總數(shù)約三百萬。全市食品安全監(jiān)管系統(tǒng)緊緊圍繞“保障人民群眾食品安全”的核心任務(wù),通過體制的深入變革,把握根源的治理,加強相關(guān)法制的健全,完善監(jiān)管機制等有力措施,推動各項工作扎實進(jìn)展,食品安全事故發(fā)生率得到明顯降低。然而,在監(jiān)管中發(fā)現(xiàn),食品安全問題仍然存在,主要體現(xiàn)在:(1)食品行業(yè)規(guī)模較小、零散、雜亂的現(xiàn)象大面積存在。食品行業(yè)工作人員素質(zhì)高低不一,缺乏相關(guān)專業(yè)人才。部分企業(yè)對持續(xù)落實食品安全主體責(zé)任意識不強,小作坊、小餐飲、小排檔整治工作困難重重;(2)食品安全監(jiān)管任務(wù)重大,監(jiān)管的人力、物力不夠;(3)由于資金缺乏,檢驗檢測設(shè)備不足,相關(guān)基礎(chǔ)設(shè)施薄弱,缺乏科學(xué)技術(shù)的支持;(4)家禽屠宰管理工作落后。集中屠宰難以推進(jìn),冷鏈配送無法實現(xiàn),部分縣(市、區(qū))規(guī)劃的活禽經(jīng)營限制區(qū)達(dá)不到疫情防控要求,市民對家禽集中屠宰的認(rèn)識不到位,活禽經(jīng)營檔口升級改造的資金補貼壓力較大。針對上述存在的問題,通過運用公共管理理論研究SW市食品安全監(jiān)管現(xiàn)狀,揭示SW市食品安全監(jiān)管存在的問題,并提出針對SW市的可行性對策,對SW市食品監(jiān)管工作能夠產(chǎn)生現(xiàn)實和理論指導(dǎo)的作用。本文針對食品安全問題頻發(fā)的現(xiàn)狀,社會各界對食品安全關(guān)注度高的背景下,采用問卷調(diào)查分析、查閱相關(guān)文獻(xiàn)、對比分析等方法進(jìn)行研究。首先通過調(diào)查分析SW市近年來食品安全抽查情況,調(diào)研了SW市市民對食品安全的關(guān)注度,來反映出SW市食品安全現(xiàn)狀。其次,通過揭示SW市食品安全監(jiān)管現(xiàn)狀,從中可以發(fā)現(xiàn)當(dāng)前SW市食品安全監(jiān)管中存在的問題,分析形成的原因。最后,借鑒國內(nèi)、外等發(fā)達(dá)地區(qū)在食品安全監(jiān)管中的經(jīng)驗,從中借鑒并提出如何完善SW市食品安全監(jiān)管工作的切實可行性對策,為SW市政府和相關(guān)監(jiān)管部門在如何提升食品安全水平?jīng)Q策上提供有效、可行的科學(xué)依據(jù)。
[Abstract]:In recent years, with the rapid development of China's economy and society, the focus of food work has changed from focusing on the quantity of food in the past to paying attention to the problem of food quality and safety.As we all know, the importance of the issue of food safety is a major event related to the people's livelihood. We can see from the food safety situation of a country the living standards of the people in that country.It can also reflect the administrative level of this country, the moral quality of people, the level of national economic development, and the perfection of national laws and regulations.In recent years, the incidence of food safety incidents in our country has increased, and various kinds of food safety problems have emerged in endlessly. Not only is it a major blow to the food industry in our country, but it also exposes that our country has great defects and problems in the area of food safety supervision.As a result, China's food safety crisis, our people even lost confidence in such issues.Therefore, in such an environment, it is more important to strengthen the supervision of food safety. The food regulatory authorities should step up their efforts, from the supervision of food production links, circulation links to sales links, etc. The city of SW is located along the southeast coast of Guangdong Province.Guangdong Province is a prefecture-level city, its management area has three districts, three counties (city), the total population of the city is about 3 million.The whole city's food safety supervision system closely revolves around the core task of "ensuring the food safety of the masses of the people." through the in-depth reform of the system, the management of the root causes, the strengthening of the relevant legal system, and the improvement of the supervision mechanism, and other effective measures,Promote each work solid progress, the incidence of food safety accidents has been significantly reduced.However, in the supervision, food safety problems still exist, mainly reflected in the scale of the food industry is relatively small, scattered, messy phenomenon exists in a large area.Food industry staff quality varies, lack of relevant professionals.Some enterprises do not have a strong sense of responsibility for the continuous implementation of the main body of food safety. Small workshops, small restaurants, and small gears have many difficulties in regulating food safety. 2) the task of food safety supervision is heavy, and the manpower and material resources of the supervision are not enough. 3) due to lack of funds,The inspection and detection equipment is insufficient, the related infrastructure is weak, and the scientific and technological support is lacking.Centralized slaughtering is difficult to advance, cold chain distribution cannot be realized, some counties (cities, districts) have planned live poultry management restricted areas that cannot meet the requirements of epidemic prevention and control, and people do not have a good understanding of centralized slaughtering of poultry.Live poultry operation mouth upgrade and transformation of the capital subsidy pressure is greater.In view of the above problems, through the application of the theory of public management to study the current situation of food safety supervision in SW, this paper reveals the problems existing in the supervision of food safety in SW, and puts forward some feasible countermeasures for SW.SW food supervision can produce realistic and theoretical guidance.In view of the current situation of frequent food safety problems and the background of high attention to food safety from all walks of life, the methods of questionnaire survey, reference to relevant literature and comparative analysis were adopted in this paper.Firstly, by investigating and analyzing the situation of food safety spot check in SW city in recent years, this paper investigates the concern of the citizens of SW city on food safety, so as to reflect the present situation of food safety in SW city.Secondly, through revealing the current situation of food safety supervision in SW city, we can find out the existing problems in the food safety supervision of SW city and analyze the reasons for its formation.Finally, draw lessons from the experience of food safety supervision in developed areas, such as domestic and foreign, and put forward some practical countermeasures to improve the food safety supervision in SW city.It provides an effective and feasible scientific basis for the decision of how to improve the level of food safety.
