【摘要】:隨著社會(huì)的發(fā)展和人民生活水平的提高,公眾對(duì)城市公共設(shè)施(如地鐵,醫(yī)院,學(xué)校等)的需求越來越大,質(zhì)量要求也越來越高。然而建設(shè)這些城市公共設(shè)施需要大量的人力、物力和財(cái)力,雖然在解放初期城市公共設(shè)施大部分依靠政府出資建設(shè)、維護(hù)和經(jīng)營(yíng),但隨著需求的日益增加,政府部門受到資金、技術(shù)及管理低下等多個(gè)層面的限制,傳統(tǒng)的公共設(shè)施建設(shè)模式已經(jīng)不能夠滿足快速增長(zhǎng)的發(fā)展需求。共同的利益訴求使得綜合政府部門和私人部門在城市公共設(shè)施建設(shè)上具有了共同的目標(biāo),這就使得他們能夠達(dá)成一種合作,也就是我們所說的公私合作,簡(jiǎn)稱PPP模式。本文的研究目的是通過PPP模式的比較分析發(fā)現(xiàn)投資及管理城市公共設(shè)施過程中存在的具體問題,并通過實(shí)踐分析探尋PPP項(xiàng)目的最佳實(shí)踐模式,為中國(guó)的城市公共設(shè)施建設(shè)建言獻(xiàn)策。論文首先對(duì)國(guó)內(nèi)外已有的理論研究進(jìn)行歸納總結(jié),為后續(xù)分析打下基礎(chǔ)。其次對(duì)國(guó)內(nèi)外的城市公共設(shè)施PPP運(yùn)作模式實(shí)踐進(jìn)行了梳理,并對(duì)我國(guó)城市公共設(shè)施PPP運(yùn)作模式(主要BOT、TOT、BOO、ROT等)進(jìn)行了比較研究。最后運(yùn)用統(tǒng)計(jì)分析方法對(duì)我國(guó)城市公共設(shè)施PPP項(xiàng)目運(yùn)作模式進(jìn)行了數(shù)據(jù)分析,并由此發(fā)現(xiàn)存在以下三個(gè)問題:1、當(dāng)前我國(guó)城市公共設(shè)施PPP項(xiàng)目過度依賴BOT模式;2、在過度依賴BOT模式的情況下,政府付費(fèi)占比過高,使得政府在未來支付壓力過大,影響其未來繼續(xù)采用PPP模式增加公共產(chǎn)品及服務(wù)供給的能力。最后針對(duì)實(shí)證分析發(fā)現(xiàn)的問題提出相應(yīng)的政策建議。
[Abstract]:With the development of society and the improvement of people's living standard, the public demand for urban public facilities (such as subway, hospital, school and so on) is increasing, and the quality requirement is becoming higher and higher.However, the construction of these urban public facilities requires a lot of manpower, material and financial resources. Although most of the urban public facilities were built, maintained and operated by the government in the early days of liberation, with the increasing demand, the government departments received funds.Due to the limitations of low technology and low management, the traditional public facilities construction model can not meet the rapid growth of development needs.The common interest demands make the integrated government departments and the private sector have the same goal in the construction of urban public facilities, which enables them to reach a kind of cooperation, that is, what we call public-private cooperation, referred to as PPP mode.The purpose of this paper is to find out the concrete problems existing in the process of investment and management of urban public facilities through the comparative analysis of the PPP model, and to explore the best practice mode of the PPP project through practical analysis.Suggestions for the construction of urban public facilities in China.Firstly, the thesis summarizes the existing theoretical research at home and abroad, and lays a foundation for the subsequent analysis.Secondly, this paper combs the practice of PPP operation mode of urban public facilities at home and abroad, and makes a comparative study on the PPP operation mode of urban public facilities in China (mainly BOTTOT / BOOOROT etc.).Finally, using the statistical analysis method to analyze the operation mode of the PPP project of urban public facilities in our country,From this, we find that there are three problems as follows: 1. At present, the PPP project of urban public facilities in our country is excessively dependent on the BOT mode. In the case of excessive reliance on the BOT model, the proportion of government fees is too high, which makes the government pay too much pressure in the future.Affect its ability to continue to use the PPP model to increase the supply of public goods and services in the future.Finally, the paper puts forward the corresponding policy recommendations for the problems found in the empirical analysis.
