【摘要】：城鎮(zhèn)化的推動一直是我國經(jīng)濟(jì)社會發(fā)展進(jìn)程中的一個重要部分,我國第十三個五年規(guī)劃發(fā)展綱要繼續(xù)強(qiáng)調(diào)在發(fā)展城鎮(zhèn)化建設(shè)的同時,努力推進(jìn)城鄉(xiāng)建設(shè)一體化。吉林省一直相應(yīng)國家的號召,近幾年在城鎮(zhèn)化的進(jìn)程中城鎮(zhèn)化率一直在穩(wěn)步提高,城鎮(zhèn)人口數(shù)量也一直在大幅增加。然而在進(jìn)程中也存在著諸多問題,省內(nèi)各城市發(fā)展極不均衡,城鄉(xiāng)之間的差距也有越來越大的趨勢,基礎(chǔ)設(shè)施建設(shè)的不完善,生態(tài)環(huán)境受到嚴(yán)重污染等,這些都很大程度的減低了城鎮(zhèn)化的質(zhì)量。因此,我們急需探索新的發(fā)展路徑來化解這些矛盾,更和諧高效的推動吉林省城鎮(zhèn)化進(jìn)程。本文在總結(jié)了吉林省近幾年在城鎮(zhèn)化道路上取得的顯著成就之后,從分析目前的現(xiàn)狀入手,運(yùn)用統(tǒng)計分析、比較分析等方法將搜集到的數(shù)據(jù)整理成圖表,更直觀的凸顯目前省內(nèi)在城鎮(zhèn)化進(jìn)程中現(xiàn)存的問題,并在此基礎(chǔ)上分析鄉(xiāng)鎮(zhèn)城鎮(zhèn)化建設(shè)滯后的直接原因。針對鄉(xiāng)鎮(zhèn)發(fā)展動力不足的困境,提出了從內(nèi)生增長、外生扶持這兩方面入手的發(fā)展路徑,以期能改善鄉(xiāng)鎮(zhèn)發(fā)展遲緩的現(xiàn)狀,挖掘出吉林省鄉(xiāng)鎮(zhèn)發(fā)展的潛力。全文主要內(nèi)容有以下幾個部分:第一章為緒論,在列舉參考了目前國內(nèi)外與選題有關(guān)的文獻(xiàn)綜述之后,主要介紹了論文的選題背景及意義,強(qiáng)調(diào)在當(dāng)今吉林省推進(jìn)城鎮(zhèn)化進(jìn)程中存在種種困境的背景下,縮小城鄉(xiāng)差距、改善鄉(xiāng)鎮(zhèn)環(huán)境已經(jīng)迫在眉睫;第二章利用數(shù)據(jù)直觀展現(xiàn)吉林省城鎮(zhèn)化發(fā)展的現(xiàn)狀以及存在的問題,吉林省城鎮(zhèn)化質(zhì)量不高且各城市之間發(fā)展不均衡,以及在大力推進(jìn)城鎮(zhèn)化的過程中生態(tài)環(huán)境已經(jīng)受到嚴(yán)重破壞,做為下文中分析原因并提出合理化建議的現(xiàn)實(shí)基礎(chǔ);第三章詳細(xì)探討了吉林省鄉(xiāng)鎮(zhèn)發(fā)展滯后的根本原因:內(nèi)生增長不足以及外生帶動能力不足,并根據(jù)各方面的數(shù)據(jù),展現(xiàn)了現(xiàn)存鄉(xiāng)鎮(zhèn)發(fā)展過程中存在的各項制約因素;第四章及第五章都是針對于鄉(xiāng)鎮(zhèn)發(fā)展動力不足提出的合理化建議,第四章在簡單分析了目前農(nóng)民工的現(xiàn)狀、農(nóng)民工返鄉(xiāng)創(chuàng)業(yè)的進(jìn)展情況之后,針對目前創(chuàng)業(yè)現(xiàn)狀中存在的種種不完善要素,提出一些可行性的建議;第五章提出城區(qū)發(fā)展態(tài)勢較好的制造業(yè)企業(yè)轉(zhuǎn)移到鄉(xiāng)鎮(zhèn)建廠的理論建議,并根據(jù)相關(guān)數(shù)據(jù)分析該建議在實(shí)踐過程中的可行性及合理性,為提高中心城區(qū)的輻射能力,帶動鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)發(fā)展,改善其城鎮(zhèn)化建設(shè)滯后的現(xiàn)狀提供新思路,同時在之后的第六章總結(jié)了所提出的兩條城鎮(zhèn)化發(fā)展路徑的合理性,以及對未來吉林省城鎮(zhèn)化發(fā)展進(jìn)程的展望。
[Abstract]:The promotion of urbanization has always been an important part in the process of economic and social development in China. The 13th five-year plan and development outline of our country continue to emphasize the integration of urban and rural construction while developing urbanization construction.Jilin Province has been the call of the corresponding countries, in recent years in the process of urbanization has been steadily increasing the rate of urbanization, the number of urban population has been increasing significantly.However, there are also many problems in the process. The development of cities in the province is extremely uneven, the gap between urban and rural areas is also increasing, the infrastructure construction is not perfect, the ecological environment is seriously polluted, etc.These have greatly reduced the quality of urbanization.Therefore, we urgently need to explore a new development path to resolve these contradictions, more harmonious and efficient to promote the urbanization process in Jilin Province.After summarizing the remarkable achievements in recent years on the road of urbanization in Jilin Province, this paper starts with the analysis of the present situation, and makes use of statistical analysis, comparative analysis and other methods to organize the collected data into charts.More intuitively highlight the current problems in the process of urbanization in the province, and on this basis analyze the direct reasons for the lagging of township urbanization.In order to improve the present situation of the slow development of villages and towns and tap the potential of the development of the towns in Jilin province, the author puts forward the development path from the two aspects of endogenous growth and exogenous support in order to improve the present situation of the slow development of towns and townships.The main contents of the paper are as follows: the first chapter is the introduction. After listing and referring to the domestic and foreign literature review related to the topic, it mainly introduces the background and significance of the selected topic.It is emphasized that it is urgent to narrow the gap between urban and rural areas and improve the environment of villages and towns under the background of various difficulties in the process of urbanization in Jilin Province. The second chapter shows the current situation and problems of urbanization development in Jilin Province by using data.The quality of urbanization in Jilin Province is not high and the development of different cities is not balanced, and the ecological environment has been seriously damaged in the process of vigorously promoting urbanization, which is the realistic basis for analyzing the reasons and putting forward reasonable suggestions in the following;The third chapter discusses the root causes of the backward development of villages and towns in Jilin province in detail: insufficient endogenous growth and insufficient exogenous driving capacity, and according to the data of various aspects, it shows the existing township development process of the existing constraints;The fourth chapter and the fifth chapter are reasonable suggestions for the lack of motive power of township development. The fourth chapter briefly analyzes the current situation of migrant workers and the progress of migrant workers returning to their hometowns to start their own businesses.Some feasible suggestions are put forward in view of the imperfections existing in the present entrepreneurial situation. The fifth chapter puts forward some theoretical suggestions on the transfer of manufacturing enterprises with good development situation in urban areas to the construction of factories in villages and towns.According to the relevant data, the feasibility and rationality of the proposal in practice are analyzed, which provides a new way of thinking for improving the radiation capacity of the central urban area, promoting the development of township economy, and improving the lagging status of urbanization construction.At the same time, in the sixth chapter, it summarizes the rationality of the two urbanization development paths, and prospects for the future development of urbanization in Jilin Province.
