【摘要】：民以食為天,食以安為先。食品安全是非常重大的民生問(wèn)題,與公眾身體健康息息相關(guān),與經(jīng)濟(jì)貿(mào)易健康和社會(huì)穩(wěn)定和諧直接相關(guān)。近年來(lái)我國(guó)連續(xù)發(fā)生多起惡性食品事故,導(dǎo)致公眾消費(fèi)者對(duì)食品安全狀況表示深刻擔(dān)憂。當(dāng)前,我國(guó)經(jīng)濟(jì)發(fā)展水平處于初級(jí)階段,經(jīng)濟(jì)長(zhǎng)足發(fā)展依舊是當(dāng)?shù)卣牡谝豢紤],而放任市場(chǎng)自由競(jìng)爭(zhēng)不能實(shí)現(xiàn)食品行業(yè)健康發(fā)展。在這種形勢(shì)下,如何以有限的財(cái)力與人力做好食品安全監(jiān)管工作,減少食品安全問(wèn)題事件的發(fā)生,是當(dāng)下各級(jí)政府急需解決的難題。威海市是山東省有名的沿海城市之一,地理位置優(yōu)越,氣候良好,環(huán)境優(yōu)美,民風(fēng)質(zhì)樸,"走遍四海、還是威海"的宣傳語(yǔ)廣為流傳。威海經(jīng)濟(jì)較為活躍,食品市場(chǎng)比較發(fā)達(dá),在食品安全監(jiān)管中具有一定意義。本文以威海市食品安全監(jiān)管為研究對(duì)象,從威海市食品安全現(xiàn)狀入手,通過(guò)調(diào)查問(wèn)卷、統(tǒng)計(jì)分析等方法提煉威海市食品安全監(jiān)管中存在的問(wèn)題,剖析成因,同時(shí)借鑒新加坡、香港等發(fā)達(dá)地區(qū)經(jīng)驗(yàn)做法,從理順監(jiān)管機(jī)構(gòu)、多元社會(huì)主體共治等方面提出完善其食品安全監(jiān)管的對(duì)策建議,為威海及相關(guān)城市提供有益參考。改善食品安全監(jiān)管,首先要建立合理的食品安全監(jiān)管格局;其次要提高基層監(jiān)管能力,加快信息化監(jiān)管建設(shè);再要完善有關(guān)食品安全監(jiān)管的法律體系,規(guī)范食品安全違法行為處罰;最后,深化食品安全監(jiān)管的社會(huì)共治機(jī)制。通過(guò)以上途徑來(lái)解決威海市食品安全監(jiān)管問(wèn)題。
[Abstract]:Food safety is a very important livelihood issue, closely related to public health, directly related to economic, trade, and social stability and harmony. In recent years, there have been a number of malignant food accidents in China. This has led the public consumers to express deep concern about the food safety situation. At present, the level of economic development in China is at an initial stage, and the rapid economic development is still the first consideration of the local government. However, free competition in the market cannot achieve the healthy development of the food industry. Under this situation, how to do a good job of food safety supervision with limited financial and human resources to reduce the occurrence of food safety issues, Weihai City is one of the famous coastal cities in Shandong Province. It has a favorable geographical location, a good climate, a beautiful environment, and a simple folk style. Weihai has a more active economy and a more developed food market, which has a certain significance in food safety supervision. This paper takes Weihai City as the research object. Starting with the current situation of food safety in Weihai City, the problems existing in food safety supervision in Weihai City are refined through questionnaire, statistical analysis and other methods, and the causes are analyzed. Meanwhile, the experiences and practices of developed regions such as Singapore and Hong Kong are used for reference. In order to improve the food safety supervision in Weihai and related cities, it is necessary to establish a reasonable food safety supervision pattern. Secondly, it is necessary to improve the ability of grass-roots supervision, speed up the construction of information-based supervision, and then improve the legal system of food safety supervision and regulate the punishment of illegal food safety acts. Finally, To deepen the social co-governance mechanism of food safety supervision and solve the problem of food safety supervision in Weihai City through the above ways.
