【摘要】：城鎮(zhèn)化是人類經(jīng)濟社會發(fā)展的必然趨勢,是世界各國實現(xiàn)現(xiàn)代化的必由之路。本文以新型城鎮(zhèn)化為背景,以農(nóng)村就地城鎮(zhèn)化路徑的視角為切入點,著重對農(nóng)村就地城鎮(zhèn)化的載體──小城鎮(zhèn)──的發(fā)展進行深入研究。首先,詳細分析闡述了中國城鎮(zhèn)化面臨的國際國內(nèi)背景,指出當(dāng)前中國城鎮(zhèn)化面臨的新特點和新趨勢,提出了亟待解決的系列問題。第二,辨析了城市化、城鎮(zhèn)化與農(nóng)村城鎮(zhèn)化;異地城鎮(zhèn)化、就地城鎮(zhèn)化與就近城鎮(zhèn)化;農(nóng)村就地城鎮(zhèn)化與小城鎮(zhèn)等幾組概念,并首次對異地城鎮(zhèn)化、就地城鎮(zhèn)化與就近城鎮(zhèn)化作了明確的空間范圍界定和空間層次分析,提出了小城鎮(zhèn)是就地城鎮(zhèn)化的主要載體觀點。系統(tǒng)梳理了國內(nèi)外相關(guān)城鎮(zhèn)化、農(nóng)村就地城鎮(zhèn)化和小城鎮(zhèn)發(fā)展的經(jīng)典理論和經(jīng)驗?zāi)Ｊ?為本課題研究提供理論支撐和經(jīng)驗借鑒。第三,重點分析研究了小城鎮(zhèn)發(fā)展的外在關(guān)聯(lián)和內(nèi)在建構(gòu)。小城鎮(zhèn)發(fā)展與國家整個城鎮(zhèn)化進程中的戰(zhàn)略選擇和政策環(huán)境等外在因素緊密相關(guān),包括與國家選擇何種城鎮(zhèn)化道路、小城鎮(zhèn)在農(nóng)村就地城鎮(zhèn)化進程中的地位和作用、小城鎮(zhèn)與大中城市的關(guān)系以及小城鎮(zhèn)與農(nóng)村的關(guān)系等,這些因素直接或間接影響小城鎮(zhèn)體系構(gòu)建、模式形成、產(chǎn)業(yè)支撐和規(guī)劃建設(shè)等方面;進一步深入分析研究了小城鎮(zhèn)內(nèi)部建構(gòu)問題,認(rèn)為這是小城鎮(zhèn)發(fā)展的關(guān)鍵。提出必須構(gòu)建起適合農(nóng)村就地城鎮(zhèn)化發(fā)展的小城鎮(zhèn)體系,進行合理的空間分層,完善小城鎮(zhèn)的功能;選擇適合不同地域小城鎮(zhèn)發(fā)展的類型模式;建立小城鎮(zhèn)發(fā)展的動力機制,大力發(fā)展產(chǎn)業(yè);加大小城鎮(zhèn)規(guī)劃建設(shè)力度,創(chuàng)新小城鎮(zhèn)基礎(chǔ)設(shè)施和居民住宅建設(shè)模式,規(guī)劃建設(shè)功能完善、產(chǎn)業(yè)發(fā)展、人文特色、生態(tài)和諧的美麗小城鎮(zhèn),為農(nóng)村人口遷移到小城鎮(zhèn)實現(xiàn)就地城鎮(zhèn)化創(chuàng)造良好的人居環(huán)境。最后,提出促進新型小城鎮(zhèn)發(fā)展的對策建議,認(rèn)為應(yīng)加快小城鎮(zhèn)戶籍制度、土地制度、就業(yè)和社會保障制度、投融資體制機制、行政管理體制等方面的改革與創(chuàng)新,為農(nóng)村就地城鎮(zhèn)化路徑的實施和小城鎮(zhèn)發(fā)展提供體制機制和制度保障。通過上述系統(tǒng)分析研究,最后得出結(jié)論:在國內(nèi)外背景發(fā)生重大變化,國家重視發(fā)展小城鎮(zhèn)的情況下,農(nóng)村剩余勞動力遷移意愿和遷移方向發(fā)生明顯變化。中國城鎮(zhèn)化路徑模式已經(jīng)發(fā)生轉(zhuǎn)變,從傳統(tǒng)異地城鎮(zhèn)化主導(dǎo)的路徑模式逐漸轉(zhuǎn)向農(nóng)村就地城鎮(zhèn)化的路徑模式,以小城鎮(zhèn)為載體的農(nóng)村就地城鎮(zhèn)化路徑符合中國的現(xiàn)實發(fā)展要求,能夠滿足老百姓實現(xiàn)城鎮(zhèn)化的愿望和需求,是實現(xiàn)新型城鎮(zhèn)化戰(zhàn)略目標(biāo)的現(xiàn)實路徑選擇。
[Abstract]:Urbanization is the inevitable trend of the development of human economy and society, and the only way to realize modernization in the world. Focus on the in-depth study of the development of rural local urbanization-the small towns. First of all, it analyzes and expounds in detail the international and domestic background of China's urbanization, and points out the new characteristics and new trends that China's urbanization is facing at present. A series of problems that need to be solved are put forward. Secondly, the concepts of urbanization, urbanization and rural urbanization, urbanization in different places, urbanization in place and urbanization in the vicinity, local urbanization in rural areas and small towns in rural areas are analyzed. And for the first time, this paper defines the spatial scope and spatial hierarchy of urbanization in different places, local urbanization and nearby urbanization, and points out that small town is the main carrier of local urbanization, and systematically combs the related urbanization at home and abroad. The classical theory and experience model of rural local urbanization and small town development provide theoretical support and experience for the research of this topic. Third, It focuses on the analysis of the external relationship and internal construction of the development of small towns. The development of small towns is closely related to the external factors such as the strategic choice and policy environment in the whole process of urbanization of the country, including the road of urbanization chosen by the country. The status and function of small towns in the process of local urbanization in rural areas, the relationship between small towns and large and medium-sized cities, and the relationship between small towns and rural areas, these factors directly or indirectly affect the construction of small towns system and the formation of models. In the aspects of industrial support and planning and construction, this paper further analyzes and studies the internal construction of small towns, which is considered to be the key to the development of small towns, and points out that it is necessary to build up a small town system suitable for the development of local urbanization in rural areas. Carry on reasonable space stratification, perfect the function of small town; choose the type mode suitable for the development of small town in different regions; establish the motive mechanism of small town development, vigorously develop industry; increase the intensity of planning and construction of small town, Innovation of small town infrastructure and residential construction mode, planning and construction of beautiful small towns with perfect functions, industrial development, humanistic characteristics and ecological harmony, Finally, the paper puts forward the countermeasures and suggestions to promote the development of new small towns, and holds that the household registration system, land system, employment and social security system of small towns should be accelerated. The reform and innovation of investment and financing system mechanism, administrative management system and so on provide institutional mechanism and system guarantee for the implementation of rural local urbanization path and the development of small towns. Finally, it is concluded that under the circumstances of significant changes in the domestic and foreign background and the attention paid by the state to the development of small towns, the willingness and direction of migration of the rural surplus labor force have changed significantly, and the pattern of urbanization path has changed in China. From the traditional path mode dominated by urbanization in different places to the path mode of local urbanization in rural areas, the path of local urbanization in rural areas based on small towns is in line with the actual development requirements of China. It is a realistic path to realize the strategic goal of urbanization to meet the aspirations and needs of ordinary people to realize urbanization.
