【摘要】：近年來,我國高等院校的在校生數(shù)量處于溫和上升的趨勢,這就意味著宿舍、教學樓等基礎(chǔ)設(shè)施的需求的上升。同時,在校學生對基礎(chǔ)設(shè)施質(zhì)量的要求也不斷提高。在經(jīng)歷了90年代的大擴招時代后,隨著高等教育的不斷改革,高等教育進入了關(guān)注教育質(zhì)量的階段。提高教育質(zhì)量不僅體現(xiàn)在高校教師隊伍的強大、科技研究的水平,也體現(xiàn)在優(yōu)良的基礎(chǔ)設(shè)施。然而建設(shè)基礎(chǔ)設(shè)施需要大筆資金,投資期長,學校資金來源單一。在擴招時代很多高校為了擴建校園,通過銀行借貸背負沉重負債包袱。因此,基礎(chǔ)設(shè)施的需求和資金的需求是高校發(fā)展的兩個阻礙。應(yīng)當引入PPP模式,利用高校有限的資金撬動社會資本的投資,實現(xiàn)基礎(chǔ)設(shè)施建設(shè)的需求。但是PPP模式在我國的應(yīng)用比較集中,大多應(yīng)用在軌道交通、市政設(shè)施等方面,很少涉及高等院校。在高校基礎(chǔ)設(shè)施中應(yīng)用PPP模式的歷程,與普通社會基礎(chǔ)設(shè)施的建設(shè)相比有何種特點和風險,風險評價方法是否適用高�；A(chǔ)設(shè)施等這些問題都是需要探討分析的,因此本文將結(jié)合具體案例對上述問題進行研究。本文在綜合國內(nèi)外相關(guān)研究的基礎(chǔ)上,在第一章對PPP模式和風險的國內(nèi)外研究現(xiàn)狀進行了論述。第二章則介紹了PPP模式和風險評價的相關(guān)理論基礎(chǔ)。第三章分析了我國高等院校基礎(chǔ)設(shè)施工程的特點、應(yīng)用PPP模式現(xiàn)狀、風險產(chǎn)生的原因,并對高�；A(chǔ)設(shè)施PPP項目進行了風險識別。第四章明確了評價主體和目的,構(gòu)建了風險評價指標體系,并對評價方法進行了分析、選擇和步驟介紹。第五章為風險評價體系的案例應(yīng)用,得出風險評價結(jié)果。第六章則針對高校的特點和案例分析的結(jié)果對高校基礎(chǔ)設(shè)施PPP項目的風險提出相應(yīng)的防范對策。最后一部分總結(jié)了全文的主要內(nèi)容和結(jié)論,并指出本文研究的不足以及今后努力的方向。
[Abstract]:In recent years, the number of students in colleges and universities in our country is on a moderate upward trend, which means that the demand for basic facilities such as dormitories and teaching buildings is on the rise. At the same time, The demands of college students on the quality of infrastructure are also increasing. After the era of enrollment expansion in the 1990s, with the continuous reform of higher education, Higher education has entered a stage of concern for the quality of education. Improving the quality of education is reflected not only in the strength of the faculty of colleges and universities, the level of scientific and technological research, but also in the quality of infrastructure. The investment period is long and the source of school funds is single. In the era of enrollment expansion, many colleges and universities carried a heavy burden of debt through bank loans in order to expand their campuses. The demand for infrastructure and the demand for funds are two obstacles to the development of colleges and universities. We should introduce the PPP model and leverage the investment of social capital with the limited funds of colleges and universities. But the application of PPP mode in our country is concentrated, most of them are applied in rail transit, municipal facilities and so on, and seldom involve universities and colleges. The course of applying PPP mode in the infrastructure of colleges and universities, What are the characteristics and risks compared with the construction of general social infrastructure, and whether the risk assessment method is applicable to the infrastructure of colleges and universities, and so on, all of which need to be discussed and analyzed. Therefore, this paper will study the above problems with specific cases. Based on the relevant research at home and abroad, In the first chapter, the research status of PPP model and risk at home and abroad is discussed. The second chapter introduces the theoretical basis of PPP model and risk assessment. Chapter 3 analyzes the characteristics of infrastructure engineering in colleges and universities in China. Applying the present situation of PPP mode, the causes of risk, and the risk identification of PPP project of university infrastructure, the fourth chapter clarifies the main body and purpose of evaluation, constructs the index system of risk evaluation, and analyzes the evaluation method. The fifth chapter is the case application of risk evaluation system. The sixth chapter is about the characteristics of colleges and universities and the results of case analysis. The last part summarizes the main contents and conclusions of the full text, and puts forward the corresponding countermeasures to the risk of PPP projects in colleges and universities. And pointed out the deficiency of this paper and the direction of future efforts.
