【摘要】：十三五規(guī)劃已全面展開,我國政治、經(jīng)濟(jì)、社會發(fā)展均已進(jìn)入新階段,社會各領(lǐng)域都在尋求新變革、新定位,在這一大背景下,我國農(nóng)業(yè)轉(zhuǎn)移人口市民化不論對農(nóng)業(yè)轉(zhuǎn)移人口自身發(fā)展需求而言,還是對政府宏觀政策設(shè)計而言,都是一個涵蓋內(nèi)容包括經(jīng)濟(jì)、政治、社會、心理等多個領(lǐng)域的綜合性、系統(tǒng)性問題,依靠單一領(lǐng)域或幾項政策的實施遠(yuǎn)不能形成農(nóng)業(yè)轉(zhuǎn)移人口市民化的持續(xù)推動力。農(nóng)業(yè)轉(zhuǎn)移人口市民化是我國經(jīng)濟(jì)轉(zhuǎn)型、社會轉(zhuǎn)型時期亟待解決的重要問題,它的有序推進(jìn)不僅依賴中央政府的頂層設(shè)計,也同樣需要地方政府的有效治理。通過對農(nóng)業(yè)轉(zhuǎn)移人口市民化的相關(guān)概念、面臨的問題及障礙、現(xiàn)有研究路徑進(jìn)行綜述,試圖在公共治理視閾下從提高公共治理能力、政治參與等方面探索農(nóng)業(yè)轉(zhuǎn)移人口市民化的可行路徑。只有將協(xié)同治理、彈性化治理、多層次治理等公共治理理念融合進(jìn)推動農(nóng)業(yè)轉(zhuǎn)移人口市民化的路徑中,才能避免政策滯留表面、頑固性障礙難以突破等困境,才能真正實現(xiàn)農(nóng)業(yè)轉(zhuǎn)移人口在城市中公共產(chǎn)品、社會保障、政治參與、社會認(rèn)同的實現(xiàn)。
[Abstract]:The 13th Five-Year Plan has been launched in an all-round way. China's political, economic and social development has entered a new stage, and all fields of society are seeking new changes and new orientations. Against this background, The urbanization of agricultural transfer population in our country is a comprehensive system covering economic, political, social, psychological and other fields, not only in terms of the development needs of the agricultural transfer population itself, but also in the design of the macro policy of the government, which includes many fields, such as economy, politics, society, psychology and so on. The systematic problem, depending on the implementation of a single field or several policies, is far from forming the sustained driving force of the urbanization of the agricultural transfer population, which is an important problem to be solved in the period of economic transformation and social transformation in China. Its orderly promotion depends not only on the top-level design of the central government, but also on the effective governance of the local government. Through the review of the related concepts, problems and obstacles faced by the urbanization of the agricultural transfer population, the existing research paths are summarized. This paper attempts to explore the feasible path of population-oriented agricultural transfer from the aspects of improving the ability of public governance and political participation from the perspective of public governance. Only when the multi-level governance and other public governance ideas are integrated into the path of promoting the urbanization of the agricultural transfer population, can we avoid the dilemma of policy retention, stubborn obstacles and difficulty in breaking through, so that we can truly realize the agricultural transfer population in the urban public goods.
