【摘要】:第一次工業(yè)革開始到信息化時(shí)代到來(lái)的近兩個(gè)多世紀(jì)以來(lái),巨大的能源消耗所帶來(lái)的溫室氣體排放問(wèn)題日益嚴(yán)重,因此必須及時(shí)進(jìn)行針對(duì)能源浪費(fèi)、溫室效應(yīng)等現(xiàn)象的相關(guān)治理,尤其是針對(duì)溫室氣體的主要組成部分—二氧化碳的排放控制。同時(shí),中國(guó)作為世界上最大的發(fā)展中國(guó)家,同樣肩負(fù)著對(duì)合理減少溫室氣體的排放并控制溫室效應(yīng)的進(jìn)一步加劇的責(zé)任與義務(wù)。因此我們應(yīng)該選擇并應(yīng)用更為有效、全面的方法來(lái)優(yōu)化資源利用,改善環(huán)境狀態(tài),幫助地區(qū)政府或相關(guān)機(jī)構(gòu)提高能源利用效率、改善能源利用狀態(tài),及時(shí)調(diào)整能源管理政策方針,實(shí)施更為有效的節(jié)能低碳項(xiàng)目。本文首先根據(jù)當(dāng)前能源和環(huán)境背景、在針對(duì)各個(gè)地區(qū)自身能源環(huán)境情況分析基礎(chǔ)上,闡述了進(jìn)行省際能源環(huán)境效率評(píng)價(jià)的重要性。隨后闡述了論文的主要工作內(nèi)容及論文研究中的重難點(diǎn)。然后對(duì)數(shù)據(jù)包絡(luò)分析的起源、發(fā)展進(jìn)行了充分的掌握,介紹了相關(guān)概念,并對(duì)國(guó)際上針對(duì)能源效率、環(huán)境效率、碳排放效率等相關(guān)評(píng)價(jià)方法進(jìn)行文獻(xiàn)綜述。對(duì)能源環(huán)境效率的相關(guān)理論進(jìn)行了介紹。建立了科學(xué)的能源環(huán)境效率評(píng)價(jià)指標(biāo)體系。根據(jù)評(píng)價(jià)目標(biāo)確立及評(píng)價(jià)方法的選擇,建立起能夠?qū)崿F(xiàn)評(píng)價(jià)目標(biāo)、應(yīng)用評(píng)價(jià)方法的評(píng)價(jià)指標(biāo)體系。引入優(yōu)化模型,強(qiáng)調(diào)了優(yōu)化模型自身特點(diǎn),使得數(shù)據(jù)包絡(luò)模型對(duì)能源環(huán)境效率進(jìn)行分析得到了更廣泛的應(yīng)用。隨后進(jìn)入實(shí)證分析階段,選取北京、天津、河北等涉及華北、東北、華東、華南、西南、西北七個(gè)地區(qū)的30個(gè)省、自治區(qū)、直轄市作為研究對(duì)象,獲取相關(guān)數(shù)據(jù)進(jìn)行收集處理后代入選定模型,進(jìn)行能源環(huán)境效率計(jì)算,通過(guò)計(jì)算結(jié)果分析得出了各省市乃至各地區(qū)能源環(huán)境效率水平及自身狀態(tài)的優(yōu)化方向。最后得出相關(guān)的結(jié)論,中國(guó)南部(即華南地區(qū))具有整個(gè)國(guó)家范圍內(nèi)最高的能源環(huán)境效率水平。華北、華東和華中地區(qū)處于相似的水平,中國(guó)東北在所有地區(qū)中能源環(huán)境效率水平最低。西北地區(qū)能源環(huán)境效率值要略高于東北地區(qū)。價(jià)格因素對(duì)于中國(guó)各個(gè)地區(qū)的能源環(huán)境效率水平的影響是顯著存在的,尤其是在像河北、山西、上海等地區(qū)。同SBM模型相比,收入/成本模型下的能源環(huán)境效率值的變化率超過(guò)了整體能源環(huán)境效率值變化率的兩倍。華北和東北地區(qū)應(yīng)該更加努力的專注于能源環(huán)境效率的提高以及能源消耗量的減少,從能源環(huán)境效率提高源頭進(jìn)行具體行動(dòng),從而實(shí)現(xiàn)能源結(jié)構(gòu)優(yōu)化以及節(jié)能減排最終目的。而對(duì)于華東和華中地區(qū)來(lái)說(shuō),應(yīng)在能源轉(zhuǎn)化技術(shù)的改進(jìn)方面投入更多的精力,實(shí)現(xiàn)提高自身的能源環(huán)境效率水平目標(biāo)。非期望產(chǎn)出的減少應(yīng)該則更多地依靠山西、陜西等省份,需要在減少能源的大量消耗方面采取更多措施從而提高自身能源環(huán)境效率的具體值。針對(duì)上述污染氣體減排潛力突出的地區(qū)則應(yīng)加強(qiáng)政府監(jiān)管力度,進(jìn)一步改善政府和經(jīng)營(yíng)者能源環(huán)境理念,使其認(rèn)識(shí)到二氧化碳及污染氣體的危害以及節(jié)能減排的重要性。
[Abstract]:The first time since the industrial revolution began to nearly two centuries of information era, the huge energy consumption caused by greenhouse gas emissions is becoming increasingly serious, and therefore must be timely for the waste of energy, greenhouse effect and other phenomena related to governance, especially the emission control of major components on greenhouse gas carbon dioxide. At the same time. China as the world's largest developing country, also has the responsibility to reduce the responsibility and obligation to further exacerbate the greenhouse gas emissions and control the greenhouse effect. So we should choose and use more effective, comprehensive approach to optimize resource utilization, improve the environment, help local government or related organizations to improve energy efficiency, to improve the energy utilization status, timely adjustment of energy management policies, the implementation of more low-carbon energy projects effectively. According to the evaluation target establishment and evaluation methods, set up to realize the goal of evaluation, evaluation the method of the evaluation index system. Using the optimization model, the optimization model emphasizes its own characteristics, the data envelopment analysis model of energy efficiency of environment Analysis is more widely used. Then entered the stage of empirical analysis, selected Beijing, Tianjin, Hebei to North China, northeast, East China, Southern China, southwest, northwest 30 provinces, seven areas of the autonomous region, or municipality directly under the central government as the research object, to obtain relevant data were collected and processed by the selected model, energy environmental efficiency calculation, through the calculation of the optimal direction of environmental efficiency level of energy in various provinces and cities and regions and their own state. Finally, draw relevant conclusions, South China (Southern China area) within the whole country has the highest energy efficiency level of environment. Northwest energy environmental efficiency value is slightly higher than the northeast. Compared with the SBM model, the overall energy efficiency more than two times the value of environmental variation cost model under the energy and environmental efficiency value rate / income. North and northeast regions should make greater efforts to focus on energy and environmental efficiency the increase and decrease of energy consumption, the energy efficiency of environmental action from the source, so as to realize the optimization of energy structure and the ultimate goal of energy saving and emission reduction. And for the eastern and central regions, more effort should be devoted to the improvement of conversion technology in energy, improve the energy efficiency level of the target environment itself.
