【摘要】：本文從了解其他國家級新區(qū)地區(qū)失地農(nóng)民職業(yè)轉(zhuǎn)型模式開始,以新型城鎮(zhèn)化下貴安新區(qū)為背景,分析貴安新區(qū)失地農(nóng)民職業(yè)轉(zhuǎn)型深層次原因。貴安新區(qū)的農(nóng)民表面上失去了土地,失地農(nóng)民職業(yè)問題應(yīng)該是失地農(nóng)民個人問題,但深層的背后確是失地農(nóng)民個人所不能克服的客觀問題。失地農(nóng)民的素質(zhì)、受教育程度、思想等等方面的因素,使得失地農(nóng)民長時間無奈的在進行艱難職業(yè)轉(zhuǎn)型,久而久之就是失地農(nóng)民職業(yè)轉(zhuǎn)型未能取得滿意結(jié)果,轉(zhuǎn)型問題得不到解決。如何轉(zhuǎn)型,現(xiàn)狀如何,困難是什么,原因是什么,有什么符合現(xiàn)在且可操作性強的辦法等,無疑貫穿著整個失地農(nóng)民職業(yè)轉(zhuǎn)型。在貴安新區(qū),首要的就是要進行新型城鎮(zhèn)化失地農(nóng)民職業(yè)轉(zhuǎn)型工作,這已經(jīng)成為事關(guān)社會穩(wěn)定和國家經(jīng)濟發(fā)展所面臨的巨大問題。貴州省委省政府喊出口號要舉全省之力建設(shè)貴州省貴安新區(qū)。在一個全新的地方上建設(shè)國家級新區(qū),努力使其單一依靠政府的“輸血”盡快變成具有“自我造血”的模范性獨立體。因此,如何科學合理的解決失地農(nóng)民職業(yè)轉(zhuǎn)型問題,充分發(fā)揮失地農(nóng)民的個人作用和發(fā)揮好政府和用人單位的關(guān)鍵作用,成為解決失地農(nóng)民職業(yè)轉(zhuǎn)型最行之有效的途徑。本文共分為七個部分:緒論,簡述本文的研究背景及意義、國內(nèi)外研究現(xiàn)狀、研究內(nèi)容與方法,創(chuàng)新點與不足之處。第一章,失地農(nóng)民職業(yè)轉(zhuǎn)型的理論現(xiàn)狀。從傳統(tǒng)失地農(nóng)民職業(yè)轉(zhuǎn)型和現(xiàn)代失地農(nóng)民職業(yè)轉(zhuǎn)型的對比,到現(xiàn)代失地農(nóng)民職業(yè)轉(zhuǎn)型趨勢,最后以人文地理學、經(jīng)濟地理學作為與本文有關(guān)的理論基礎(chǔ)。第二章,主要是對部分國家級開發(fā)區(qū)失地農(nóng)民職業(yè)轉(zhuǎn)型模式進行了解,對他地失地農(nóng)民職業(yè)轉(zhuǎn)型出現(xiàn)的問題和解決途徑進行總體描述。第三章,從失地農(nóng)民主要職業(yè)、人口構(gòu)成、收入狀況、居住環(huán)境、消費水平、外出方式六個方面分析探討當前貴安新區(qū)失地農(nóng)民現(xiàn)狀。第四章,分析貴安新區(qū)失地農(nóng)民職業(yè)轉(zhuǎn)型產(chǎn)生的問題及原因。例如:貴安新區(qū)失地農(nóng)民職業(yè)轉(zhuǎn)型困難、就業(yè)渠道狹窄,工資性收入低,就業(yè)競爭力不強等問題及成因分析。第五章,提出解決貴安新區(qū)失地農(nóng)民職業(yè)轉(zhuǎn)型的有效途徑與對策建議。例如:健全失地農(nóng)民職業(yè)轉(zhuǎn)型體制機制,科技產(chǎn)業(yè)帶動失地農(nóng)民職業(yè)轉(zhuǎn)型等相關(guān)辦法。
[Abstract]:This paper starts from the understanding of other national district area of landless peasants occupation transition mode, with the new urbanization under the background of new Gui'an analysis, Gui'an District landless peasants occupation transformation of deep-seated reasons. Gui'an on the surface of farmers lost their land, landless peasants occupation problem of landless peasants should be personal, but deep it is the objective behind the problem of landless peasants individual cannot overcome. The quality of the peasants, level of education, ideological factors etc., making peasants helpless in the long time of difficult occupation transformation, for a long time the occupation transformation of landless peasants is possible to obtain satisfactory results, the transformation of the problem can not be solved. How to transition how is the situation, what is difficult, what is the reason, what is now and can meet the strong way of operation, it throughouthigh landless peasants in Gui'an occupation transformation. The first is to carry out the New District, the new urbanization of landless peasants occupation transformation work, which has become a huge problem related to social stability and national economic development. Facing the Guizhou provincial government to call for the construction of Guizhou province Gui'an district. The construction of the national district in a new place, to the single rely on the government's "blood transfusion" as soon as possible into model independent body with "self blood". Therefore, how to scientifically and rationally solve the problem of farmers' occupation transition problem, give full play to the role of individual farmers and play a key role in the government and employers, landless peasants become the most effective way of occupation transformation the paper is divided into seven parts: the introduction, the research background and significance of this paper, the research status at home and abroad, the research contents and methods, innovation and deficiency of the first. Chapter, theory of the current situation of farmers' occupation transformation territory. From the traditional and modern transformation of landless peasants occupation of landless peasants occupation transformation compared to Modern Peasants occupation transformation trend, finally to human geography, economic geography as the theoretical basis about this paper. The second chapter is mainly on the part of the landless farmers National Development Zone occupation transformation mode to understand, to his occupation transition landless farmers problems and their solutions are generally described. The third chapter, from the main occupation of landless peasants, the composition of the population, income, living environment, consumption level, six aspects of the current way out Gui'an district. In the fourth chapter, the current situation of farmers' land expropriated farmers, Gui'an occupation analysis the transformation of problems and causes of landless area. For example: Gui'an District landless peasants occupation transformation difficulties, the narrow channels of employment, wage income is low, employment competition The fifth chapter puts forward effective ways and Countermeasures to solve the occupational transformation of landless peasants in Gui an new area. For example, we should improve the system of occupational transformation of landless farmers, and promote the transformation of technology related industries to landless peasants.
