【摘要】：針對農(nóng)業(yè)科技園區(qū)建設(shè)中的資金短缺問題,筆者從政府和市場結(jié)合的角度出發(fā),構(gòu)建將社會資本引入農(nóng)業(yè)科技園區(qū)建設(shè)的PPP融資模式。通過創(chuàng)設(shè)農(nóng)業(yè)科技園區(qū)發(fā)展引導(dǎo)基金整合政府財政資金和其他涉農(nóng)資金,借助銀行等金融機構(gòu)放大資金規(guī)模,與社會資本一同注入農(nóng)業(yè)科技園區(qū)建設(shè)過程(PPP開發(fā)項目),進而解決園區(qū)融資難問題,同時可盤活財政和其他涉農(nóng)資金,實現(xiàn)要素匯集,激發(fā)農(nóng)業(yè)科技園區(qū)在農(nóng)業(yè)發(fā)展過程中的活力,推進現(xiàn)代農(nóng)業(yè)發(fā)展。
[Abstract]:In view of the shortage of funds in the construction of agricultural science and technology parks, the author starts from the angle of the combination of government and market. To construct the PPP financing mode of introducing social capital into the construction of agricultural science and technology park. Through the creation of agricultural science and technology park development guide fund to integrate the government financial funds and other agriculture-related funds, and enlarge the scale of the funds with the help of banks and other financial institutions. Together with social capital, we can inject PPP development project into the construction process of agricultural science and technology park, and then solve the financing problem of the park, at the same time, we can activate the finance and other agriculture-related funds, and realize the gathering of elements. Stimulate the vitality of agricultural science and technology park in the process of agricultural development, promote modern agricultural development.
