【摘要】：正為推進(jìn)天然氣價格改革,福建省物價局制定的《福建省天然氣價格管理辦法》新規(guī)自2017年10月1日起開始執(zhí)行。該新規(guī)明確了制定天然氣價格的方法 :(1)省內(nèi)短途管道運(yùn)輸價格按管道運(yùn)輸企業(yè)年度準(zhǔn)許總收入除以年度管道運(yùn)輸氣量計算確定;(2)進(jìn)口液化天然氣接收站氣化服務(wù)價格運(yùn)用建設(shè)項目財務(wù)評價的原理,使液化天然氣接收站經(jīng)營企業(yè)在整個經(jīng)營期內(nèi)取得合理回報的方法制定;(3)門站價格根據(jù)氣源價格變動情況實行周期聯(lián)動調(diào)整,可在綜合考慮用戶氣量規(guī)模、項目整體效益和市場承受能力的基礎(chǔ)上分
[Abstract]:In order to promote the reform of natural gas prices, Since October 1st 2017, the new regulation has been implemented since October 1st 2017. The new regulation defines the method of determining the price of natural gas. The price of short-haul pipeline transportation in Fujian Province is transported according to pipeline. The annual permitted gross income of the transportation enterprise divided by the annual pipeline transportation gas volume to determine the Gasification service price of the import LNG receiving station is based on the principle of financial evaluation of the construction project. The method of making the operation enterprise of liquefied natural gas receiving station obtain reasonable return during the whole operating period the price of the gate station can be adjusted periodically according to the changing situation of the gas source price, and the scale of the gas quantity of the user can be considered synthetically.
