【摘要】：在能源—經(jīng)濟關(guān)系理論闡述的基礎(chǔ)上,重點分析了能源強度與能源消費彈性系數(shù)這兩個指標,并結(jié)合杭州市能源消費與經(jīng)濟發(fā)展情況進行了具體分析;研究了杭州市節(jié)能的形勢與問題;提出了"一個堅持三個轉(zhuǎn)變"的觀點;指出了杭州市促進節(jié)能工作要實現(xiàn)的四個轉(zhuǎn)變;構(gòu)建了"工程、管理、結(jié)構(gòu)調(diào)整"三位一體的節(jié)能政策體系;進行了促進杭州市能源節(jié)約、建設(shè)低碳生態(tài)城市的制度模式設(shè)計。研究認為:必須對杭州市經(jīng)濟"增長"的資源路徑和技術(shù)路徑進行重大的調(diào)整,才能實現(xiàn)杭州市發(fā)展的低碳轉(zhuǎn)型。
[Abstract]:On the basis of the theory of energy-economy relation, the paper analyzes the two indexes of energy intensity and energy consumption elasticity coefficient, and analyzes the energy consumption and economic development in Hangzhou. This paper studies the situation and problems of energy conservation in Hangzhou, puts forward the viewpoint of "one insists on three transformations", points out four changes to be realized in promoting energy conservation in Hangzhou, constructs "project, management," A trinity policy system for energy conservation in Hangzhou has been implemented to promote energy conservation in Hangzhou. The institutional model design of constructing low carbon ecological city. The study holds that the resource path and technology path of Hangzhou's economic "growth" must be adjusted greatly in order to realize the low-carbon transformation of Hangzhou's development.
