【摘要】:棚戶(hù)區(qū)改造工程是我國(guó)在大力推進(jìn)基礎(chǔ)設(shè)施建設(shè)過(guò)程中,為改造城市危舊住房、改變城市落后面貌的重點(diǎn)民生建設(shè)項(xiàng)目,巨大的資金缺口是阻礙棚戶(hù)區(qū)改造工程推進(jìn)的主要問(wèn)題。通過(guò)PPP模式將私營(yíng)部門(mén)與公共部門(mén)形成伙伴關(guān)系共同參與項(xiàng)目,能夠充分調(diào)動(dòng)民間資本活力,合理配置市場(chǎng)資源,緩解政府財(cái)政壓力。探索PPP模式在棚戶(hù)區(qū)改造工程中應(yīng)用的可能性,對(duì)目前棚戶(hù)區(qū)改造項(xiàng)目普遍面臨的資金短缺問(wèn)題,提供有效的解決途徑。首先,通過(guò)對(duì)PPP模式的相關(guān)概念的研究為文章提供理論支撐;其次,對(duì)我國(guó)棚戶(hù)區(qū)的改造內(nèi)容和改造現(xiàn)狀進(jìn)行分析,探索在棚戶(hù)區(qū)改造工程中運(yùn)用PPP模式的必要性和可行性;再次,采用案例研究的方法,結(jié)合PPP基本內(nèi)涵提出運(yùn)用PPP模式的方案設(shè)計(jì)要點(diǎn),為A市棚戶(hù)區(qū)改造工程的PPP融資方案的設(shè)計(jì)提供依據(jù);最后,運(yùn)用物有所值評(píng)價(jià)體系,對(duì)A市棚戶(hù)區(qū)改造PPP項(xiàng)目進(jìn)行定性評(píng)價(jià),為A市棚戶(hù)區(qū)改造工程PPP融資方案的選擇提供參考。提出PPP融資方案的設(shè)計(jì)要點(diǎn),即合作主體、運(yùn)作方式、回報(bào)機(jī)制和風(fēng)險(xiǎn)分擔(dān);并根據(jù)城市棚戶(hù)區(qū)項(xiàng)目特點(diǎn),以一二級(jí)土地聯(lián)動(dòng)開(kāi)發(fā)的運(yùn)作方式為前提,對(duì)A市的棚戶(hù)區(qū)改造工程設(shè)計(jì)3種PPP融資方案;從物有所值范疇進(jìn)行評(píng)價(jià),得出運(yùn)用PPP模式比傳統(tǒng)的政府采購(gòu)更有優(yōu)勢(shì),且方案二在投資回報(bào)機(jī)制和風(fēng)險(xiǎn)分擔(dān)方面更加適合;對(duì)PPP模式的評(píng)價(jià)和實(shí)施提出建議,為棚戶(hù)區(qū)改造項(xiàng)目的融資方式和建設(shè)管理提供創(chuàng)新思路。
[Abstract]:The shantytown renovation project is a key people's livelihood construction project in the process of vigorously promoting infrastructure construction in our country, in order to transform the city's dangerous old housing and change the backward outlook of the city. The huge funding gap is the main problem that hinders the progress of the shantytown renovation project. Through the PPP model, the private sector and the public sector can form a partnership to participate in the project, which can fully mobilize the private capital vitality and allocate the market resources reasonably. To alleviate the financial pressure of the government. To explore the possibility of the application of PPP model in shantytown reconstruction projects, to provide an effective solution to the shortage of funds commonly faced by shantytown reconstruction projects at present. First of all, Through the study of the related concepts of the PPP model to provide theoretical support for the article; secondly, to analyze the content and status quo of the transformation of shantytowns in China, explore the necessity and feasibility of using the PPP model in the shantytown reconstruction project. Using the method of case study and combining with the basic connotation of PPP, the paper puts forward the key points of scheme design using PPP mode, which provides the basis for the design of PPP financing scheme of shantytown reconstruction project in A city. Finally, the evaluation system of value for money is used. The qualitative evaluation of the PPP project of shantytown reconstruction in A city is carried out to provide a reference for the selection of PPP financing scheme for the shantytown reconstruction project in A city. The key points of the design of the PPP financing scheme are put forward, that is, the main body of cooperation, the mode of operation, the mechanism of return and the sharing of risks. According to the characteristics of urban shantytown project and the operation mode of the first and second grade land linkage development, three PPP financing schemes are designed for the shantytown reconstruction project in A city, and evaluated from the value for money category. It is concluded that the PPP model is more advantageous than the traditional government procurement model, and the second scheme is more suitable for the investment return mechanism and risk sharing. The evaluation and implementation of the PPP model are proposed. For the shantytown reconstruction project financing and construction management to provide innovative ideas.
