【摘要】:在當(dāng)今經(jīng)濟(jì)全球化的時(shí)代,人才在經(jīng)濟(jì)發(fā)展過程中起著越來越重要的作用。人力資源是經(jīng)濟(jì)發(fā)展的關(guān)鍵,也是經(jīng)濟(jì)發(fā)展的保證和基礎(chǔ),有效地開發(fā)和利用人力資源,是滿足經(jīng)濟(jì)社會(huì)發(fā)展的必然選擇。同樣,人力資源開發(fā)是新疆生產(chǎn)建設(shè)兵團(tuán)履行屯墾戍邊使命和社會(huì)長治久安的關(guān)鍵所在。本文運(yùn)用人口理論、人力資本理論、二元經(jīng)濟(jì)理論與劉易斯拐點(diǎn)、人力資源開發(fā)理論、人力資源開發(fā)模式從新疆生產(chǎn)建設(shè)兵團(tuán)的人力資源現(xiàn)狀、人力資源開發(fā)分析、人力資源開發(fā)存在的問題、對(duì)策及建議四個(gè)方面,運(yùn)用比較分析法對(duì)兵團(tuán)的人力資源概況、開發(fā)現(xiàn)狀、開發(fā)模式進(jìn)行梳理,運(yùn)用主成分分析法對(duì)兵團(tuán)整體及內(nèi)部十四個(gè)師的人力資源開發(fā)水平進(jìn)行了評(píng)價(jià),評(píng)價(jià)結(jié)果是:兵團(tuán)人力資源開發(fā)的整體水平低于全國但優(yōu)于新疆,十四個(gè)師中人力資源開發(fā)水平最高的是農(nóng)八師,最低的是農(nóng)十四師。并通過評(píng)價(jià)結(jié)果找出兵團(tuán)在人力資源開發(fā)方面存在的五方面問題,依次是研發(fā)隊(duì)伍發(fā)展緩慢、投入過低;農(nóng)牧團(tuán)場醫(yī)療衛(wèi)生條件較差;人力資源產(chǎn)業(yè)結(jié)構(gòu)不合理;各師人力資源開發(fā)水平不均衡;人力資源開發(fā)機(jī)制不健全。針對(duì)以上問題本文提出的主要對(duì)策建議為:加大教育投入力度;改善醫(yī)療衛(wèi)生水平;促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整;加強(qiáng)對(duì)兵團(tuán)各團(tuán)場的建設(shè);完善各個(gè)團(tuán)場的人力資源管理體制。當(dāng)前兵團(tuán)要充分利用好豐富的勞動(dòng)力資源,同時(shí)妥善解決好就業(yè)壓力問題,使現(xiàn)有的勞動(dòng)力資源發(fā)揮其應(yīng)有的作用。構(gòu)建有利于人才發(fā)揮才干的機(jī)制,加大力度培養(yǎng)更多的具有創(chuàng)新能力的人才,為兵團(tuán)的經(jīng)濟(jì)發(fā)展和現(xiàn)代化建設(shè)做出更大的貢獻(xiàn)。
[Abstract]:In the era of economic globalization, talents play an increasingly important role in the process of economic development. Human resources are the key to economic development and the guarantee and foundation of economic development. It is an inevitable choice to satisfy the economic and social development. Similarly, the development of human resources is the key for Xinjiang production and Construction Corps to carry out the mission of opening up land and garrison frontier areas and to maintain social stability for a long time. This paper applies population theory, human capital theory, Dual economic theory and Lewis inflection point, human resource development theory, human resource development model from the Xinjiang production and construction corps of human resources status, human resource development analysis, human resources development problems, In the four aspects of countermeasures and suggestions, this paper applies comparative analysis method to sort out the general situation of human resources, the present situation of development and the development mode of the Corps, and evaluates the level of human resources development of the whole and internal divisions of the Corps by principal component analysis. The evaluation results are as follows: the overall level of human resources development in the Corps is lower than that in the whole country but better than that in Xinjiang, and the highest level of human resources development among the 14 divisions is the eighth Agricultural Division. The lowest was the 14 Agricultural Division, and through the evaluation results to find out the five problems in the development of human resources, in turn, the development of the R & D team was slow, the input was too low, the medical and health conditions of the farm were poor; The industrial structure of human resources is unreasonable; the level of human resources development of teachers is not balanced; the mechanism of human resources development is not perfect. The main countermeasures proposed in this paper are as follows: to increase the investment in education; to improve the level of medical and health care; To promote the adjustment of industrial structure; to strengthen the construction of the various regiments of the Corps; and to improve the human resources management system of the farms. At present, the Corps should make full use of the abundant labor resources and properly solve the employment pressure problem at the same time, To make the existing labor force resources play its due role, to build a mechanism conducive to the talent development, to strengthen the cultivation of more innovative talents, and to make greater contributions to the economic development and modernization of the Corps.
