【摘要】：安徽省充電基礎(chǔ)設(shè)施建設(shè)是加快新能源汽車推廣應(yīng)用、促進(jìn)汽車產(chǎn)業(yè)轉(zhuǎn)型升級的重要舉措。政府和社會資本合作PPP模式具有引領(lǐng)契約合作觀念、推動技術(shù)和制度創(chuàng)新的能力,將是充電基礎(chǔ)設(shè)施"有效供給"的重要路徑。文章從安徽省充電基礎(chǔ)設(shè)施PPP項目的需求現(xiàn)狀入手,梳理該類項目中可能存在的問題并從宏觀層面分析PPP模式運行的靜態(tài)和動態(tài)機(jī)理,提出以政府支持為引領(lǐng)、以社會資本參與為支撐、以中介黏合為紐帶、以平臺搭建為依托的對策建議,以期滿足日益增長的安徽省充電基礎(chǔ)設(shè)施的需求。
[Abstract]:The construction of charging infrastructure in Anhui Province is an important measure to speed up the promotion and application of new energy vehicles and to promote the transformation and upgrading of the automobile industry. The PPP model of cooperation between government and social capital has the ability to lead the concept of contractual cooperation and promote technological and institutional innovation. It will be an important path for the effective supply of charging infrastructure. This paper starts with the demand status of the charging infrastructure PPP project in Anhui Province. Combing the possible problems in this kind of projects and analyzing the static and dynamic mechanism of the PPP model from the macro level, the paper puts forward that government support is the guide, social capital participation is the support, and the intermediary bond is the link. The countermeasures and suggestions based on platform construction are proposed to meet the increasing demand for charging infrastructure in Anhui Province.
