【摘要】：食品安全問題是老百姓關(guān)注的首要問題。近幾年,我國一直不斷加強對食品安全治理問題的研究,但效果不盡如人意。食品安全治理的結(jié)果說明了目前我國的食品安全治理體制存在缺陷,比如食品安全治理的各個治理主體之間未建立起有效的溝通交流和信息共享的平臺;受傳統(tǒng)治理模式的影響,我國政府在食品安全治理中占據(jù)壟斷地位和統(tǒng)籌地位,忽略了食品安全治理中其它治理主體的治理能力和地位,不能形成有效的食品安全治理的合力等問題。在21世紀,權(quán)力分散、組織界限模糊等問題日益嚴重等現(xiàn)象導致的食品安全治理問題層出不窮。在這種情況下,網(wǎng)絡(luò)化治理理論應(yīng)運而生,它與傳統(tǒng)的單一治理理論不同之處在于,它可以在各治理主體之間建立起高效快捷的合作體系。而且將網(wǎng)絡(luò)化治理理論應(yīng)用到我國政府對食品安全的治理當中,對食品安全問題有重要的意義。本論文從網(wǎng)絡(luò)化治理角度出發(fā),力求建立起各治理主體之間的信息交流平臺,進而探索出一系列的食品安全措施。本論文以食品安全治理問題及原因為研究內(nèi)容,以網(wǎng)絡(luò)化治理理論為研究理論,分析研究了食品安全治理的現(xiàn)狀及發(fā)展的情況。本論文選擇了S省食品安全治理的典型事件進行研究分析,采用了社會學的“事件—過程分析”研究方法整理并分析資料。本論文總共分為五個部分(包括緒論在內(nèi)):分別是概念界定與理論闡釋,對食品安全、食品安全治理理論進行了闡述;S省食品安全現(xiàn)狀及問題;S省食品安全治理存在問題的原因;解決S省食品安全治理問題的對策。
[Abstract]:Food safety is the most important issue that people pay attention to. In recent years, our country has been continuously strengthening the research on food safety governance. The results of food safety governance show that the current food safety governance system in China is flawed, for example, there is no effective communication and information sharing platform between the various governance bodies of food safety governance; Under the influence of traditional governance mode, our government occupies a monopoly position and overall planning position in food safety governance, neglecting the governance ability and position of other governing bodies in food safety governance. In 21th century, the problems of food safety governance caused by such problems as decentralization of power and blurring of organizational boundaries became increasingly serious. In this case, The theory of networked governance emerges as the times require. It differs from the traditional single theory of governance in that, It can set up an efficient and fast cooperation system among various governance bodies, and apply the theory of networked governance to the governance of food safety by our government. This paper aims to establish a platform for information exchange among the governing bodies from the point of view of networked governance. Then a series of food safety measures are explored. In this paper, the problems and causes of food safety governance are taken as the research content, and the network governance theory is taken as the research theory. The current situation and development of food safety governance are analyzed. In this paper, the typical events of food safety management in S province are selected for research and analysis. This paper is divided into five parts (including introduction): concept definition and theoretical explanation, food safety, and food safety. The current situation and problems of food safety in S province are expounded, and the causes of the problems in food safety governance in S province are discussed, and the countermeasures to solve the problems in food safety governance in S province are also discussed.
