【摘要】：時(shí)下中國,區(qū)域財(cái)政體系發(fā)生變化,地方政府投資建設(shè)資金面臨很大的缺口。我國污水處理領(lǐng)域的建設(shè)也一直落后于城鎮(zhèn)化建設(shè)速度,直接影響到地方經(jīng)濟(jì)、環(huán)境、社會(huì)的發(fā)展。在國家政策的背景下,M市政府積極采用PPP模式進(jìn)行污水處理項(xiàng)目建設(shè),能否達(dá)到預(yù)期的運(yùn)營效果,有待進(jìn)一步分析。因此,本文在PPP的相關(guān)理論研究后,試圖從背景分析和對(duì)比分析兩個(gè)層次出發(fā),采用定性比對(duì)和定量財(cái)務(wù)測算的方法,分析出污水處理項(xiàng)目在30年內(nèi)全生命周期下的運(yùn)營效果。結(jié)果發(fā)現(xiàn),(1)結(jié)合污水處理項(xiàng)目本身的狀況和國家的政策環(huán)境,運(yùn)用物有所值定量財(cái)務(wù)測算的方法,在產(chǎn)出效果相同的情況下,采用PPP模式是有利可圖的。(2)在M市污水處理項(xiàng)目PPP模式與傳統(tǒng)模式的對(duì)比中,仍然存在著如下幾個(gè)方面的問題:前期審批過程較長,影響運(yùn)營的效率;股權(quán)結(jié)構(gòu)不合理,減弱投資熱情;相關(guān)法律銜接不到位,制約后期實(shí)施;后期風(fēng)險(xiǎn)加大,削弱實(shí)施效果。針對(duì)以上發(fā)現(xiàn),我提出了加強(qiáng)專門機(jī)構(gòu)建設(shè)、根據(jù)入股公司的努力程度適時(shí)調(diào)整股權(quán)結(jié)構(gòu)、完善PPP項(xiàng)目相關(guān)法律法規(guī)、確立PPP項(xiàng)目融資風(fēng)險(xiǎn)分擔(dān)機(jī)制等四個(gè)方面的建議。旨在為項(xiàng)目雙方提高項(xiàng)目運(yùn)營效率,促進(jìn)雙方轉(zhuǎn)型發(fā)展,達(dá)到“共贏”局面提供參考意見,為相關(guān)污水處理項(xiàng)目提供借鑒,推動(dòng)我國經(jīng)濟(jì)、社會(huì)的可持續(xù)發(fā)展。
[Abstract]:Now in China, the regional financial system is changing, and local governments are facing a big gap in investment and construction funds. The construction of sewage treatment in China has also been lagging behind the speed of urbanization construction, which directly affects the local economy and environment. The development of society. Under the background of the national policy, the city government actively adopts PPP mode to construct sewage treatment project, and whether it can achieve the expected operation effect needs further analysis. Therefore, after the relevant theoretical research of PPP, this paper, From two levels of background analysis and comparative analysis, this paper attempts to adopt the methods of qualitative comparison and quantitative financial calculation. This paper analyzes the operation effect of sewage treatment project in the whole life cycle of 30 years. The results show that the method of quantitative financial measurement of value for money is used in combination with the status of sewage treatment project and the policy environment of the country. When the output effect is the same, it is profitable to adopt PPP mode.) in the comparison between PPP mode and traditional mode of sewage treatment project in M city, there are still some problems in the following aspects: the early approval process is longer, Affect the efficiency of operation; unreasonable ownership structure, reduce investment enthusiasm; related laws are not in place, restrict later implementation; later risk increase, weaken implementation effect. In view of the above findings, I proposed to strengthen the construction of specialized institutions. According to the degree of effort of the stock acquisition company, it timely adjusts the ownership structure, consummates the relevant laws and regulations of the PPP project, establishes the PPP project financing risk sharing mechanism, and so on. The purpose of this paper is to improve the project operation efficiency for the two sides of the project. To promote the transformation and development of both sides, to achieve the "win-win" situation to provide reference for related sewage treatment projects, to promote the sustainable development of China's economy and society.
