【摘要】：通過構(gòu)建不完全契約理論下的一般均衡模型,對比分析了PPP模式中的融資約束和融資激勵(lì)對公共產(chǎn)品提供效率和社會(huì)福利的影響,并探討了融資約束條件下的效率損失。結(jié)果顯示:私人融資的專業(yè)性可以提高公共產(chǎn)品合意程度,但是私人部門的融資約束會(huì)抵消其專業(yè)性帶來的好處,導(dǎo)致社會(huì)福利損失。最后針對民營企業(yè)參與PPP項(xiàng)目對政府提出建議:必須打破融資約束和制度歧視,完善和規(guī)范金融市場,在公平、競爭的市場環(huán)境下引入專業(yè)機(jī)構(gòu)參與公共產(chǎn)品提供的各個(gè)領(lǐng)域。
[Abstract]:By constructing a general equilibrium model under incomplete contract theory, this paper compares and analyzes the effects of financing constraints and financial incentives in PPP mode on the efficiency and social welfare of public goods. The results show that the specialization of private financing can improve the degree of public goods' agreement, but the private sector's financial constraints will offset the benefits of its professionalism. Finally, the government should break the financing constraints and institutional discrimination, perfect and standardize the financial market, and put forward some suggestions to the government for the participation of private enterprises in the PPP project. In a competitive market environment, professional institutions are introduced to participate in all areas of public goods delivery.
