【摘要】：中國政府決策對經(jīng)濟活動具有重要作用,作為地方政府的主要決策者,各市域主政官員的更替會較大程度地影響城市經(jīng)濟增長和空間增長�；�2000—2013年250個地級市數(shù)據(jù),研究了地方主官對城市空間增長的影響及作用機制。結果表明:(1)地方主官更替年份比非更替年份的城市空間增長率平均低2個百分點;地方主官在更替1年后對城市空間增長具有顯著正向影響,會使城市空間增長提高1.5個百分點。進一步分析顯示,東部地區(qū)地方主官更替年份空間增長波動較大,東北和中部次之,西部保持均衡;大城市和小城市地方主官更替對空間增長波動的影響較中等城市大。(2)地方主官通過土地出讓和基礎設施建設影響城市空間增長。主官更替的年份城市土地出讓面積會顯著下降,而后土地出讓面積增加;地方主官更替年份對基礎設施的影響不顯著,在更替后的兩年顯著為正。上級決策者要采取相關政策,避免官員換屆更替帶來的城市增長波動。
[Abstract]:Chinese government decision making plays an important role in economic activities, as the main decision makers of local governments. The turnover of municipal government officials will have a greater impact on urban economic growth and spatial growth, based on data from 250 prefecture-level municipalities for the period 2000-2013. This paper studies the influence of local chief officials on urban spatial growth and its mechanism. The results show that the change year of local chief officials is 2 percentage points lower than that of non-replacement years. The local chief officials have a significant positive impact on the urban spatial growth after one year of replacement, which will increase the urban spatial growth by 1.5 percentage points. In the eastern region, the spatial growth of the local chief official in the replacement year fluctuated greatly, followed by the northeast and central regions, and the western region maintained a balance; (B) the impact of the replacement of local chief officials on spatial growth fluctuations in large and small cities is larger than that in medium-sized cities (2). The local chief officials influence the urban space growth through land transfer and infrastructure construction. In the year of the chief official replacement, the area of urban land transfer will decrease significantly. Then the land transfer area increased; In the two years after the replacement of local chief officials, the impact on infrastructure is not significant, and the policy makers at the higher level should adopt relevant policies to avoid the fluctuation of urban growth caused by the change of officials.
