【摘要】:"一帶一路"指"絲綢之路經(jīng)濟(jì)帶"和"21世紀(jì)海上絲綢之路",是中國(guó)為推動(dòng)經(jīng)濟(jì)全球化深入發(fā)展而提出的國(guó)際區(qū)域經(jīng)濟(jì)合作新模式。2013年9月和10月,國(guó)家主席習(xí)近平在訪問中亞四國(guó)和印度尼西亞時(shí),分別提出建設(shè)"絲綢之路經(jīng)濟(jì)帶"和"21世紀(jì)海上絲綢之路"的構(gòu)想。基礎(chǔ)設(shè)施建設(shè)是"一帶一路"戰(zhàn)略主要內(nèi)容之一,作為核心區(qū)的新疆基礎(chǔ)設(shè)施建設(shè)發(fā)展落后,嚴(yán)重制約了該地區(qū)的經(jīng)濟(jì)發(fā)展,因此新疆要充分把握戰(zhàn)略機(jī)遇,借助政策紅利,全面提升本地的基礎(chǔ)設(shè)施建設(shè)水平。新疆地處亞歐大陸腹地,是連接我國(guó)內(nèi)地和中亞其他國(guó)家的橋梁,完善的交通網(wǎng)絡(luò)對(duì)于經(jīng)濟(jì)發(fā)展和貿(mào)易往來(lái)起著不可估量的作用。而基礎(chǔ)設(shè)施建設(shè)單憑國(guó)家財(cái)政投資,在增加財(cái)政負(fù)擔(dān)的同時(shí)會(huì)帶來(lái)效率低下等弊端。因此,本文以"一帶一路"背景下新疆基礎(chǔ)設(shè)施建設(shè)的PPP模式為研究對(duì)象,為新疆地區(qū)的PPP模式發(fā)展提供合理有效的對(duì)策建議。PPP模式是一種政府部門通過與私人部門建立伙伴關(guān)系提供公共產(chǎn)品或服務(wù)的一種公共產(chǎn)品提供方式。而基礎(chǔ)設(shè)施屬于公共產(chǎn)品,具有非競(jìng)爭(zhēng)性和非排他性,且基礎(chǔ)設(shè)施項(xiàng)目具有建設(shè)周期長(zhǎng)、項(xiàng)目時(shí)滯長(zhǎng)、資金需求大等特點(diǎn),因此可以采用混合提供的方式,為政府部門和私人部門提供一個(gè)"利益共享、風(fēng)險(xiǎn)共擔(dān)"的合作平臺(tái),一方面有效緩解財(cái)政資金不足的壓力,另一方面還可以吸引社會(huì)資本參與到基礎(chǔ)設(shè)施的建設(shè)之中,激發(fā)社會(huì)資本的積極性。PPP模式合理有效地運(yùn)用有助于政府部門職能的轉(zhuǎn)變、管理能力和水平的提升,以及更有效的配置社會(huì)資源、激發(fā)社會(huì)資本的積極性。因此,本文結(jié)合我國(guó)特別是新疆地區(qū)基礎(chǔ)設(shè)施建設(shè)的實(shí)際情況,分析研究了采用和推廣PPP模式的必要性,并就如何為其成功運(yùn)用營(yíng)造良好穩(wěn)定的外部條件提出了具體建議。本文以對(duì)相關(guān)理論的研究為基礎(chǔ),結(jié)合我國(guó)其他地區(qū)和其他國(guó)家PPP項(xiàng)目的成功案例,綜合運(yùn)用文獻(xiàn)分析法、比較研究法以及實(shí)證分析法等多種方法,系統(tǒng)分析了新疆地區(qū)在采用PPP模式進(jìn)行基礎(chǔ)社建設(shè)方面存在的問題。并在在借鑒國(guó)際先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合新疆現(xiàn)階段的實(shí)際情況,從投資規(guī)模、風(fēng)險(xiǎn)分擔(dān)、監(jiān)督管理和法律法規(guī)四個(gè)層面提出了新疆基礎(chǔ)設(shè)施采用PPP模式的政策建議。
[Abstract]:"Belt and Road" means the "Silk Road Economic Belt" and the "Maritime Silk Road" in 21th century. It is a new model of international regional economic cooperation proposed by China to promote the further development of economic globalization. On September 2013 and October, President Xi Jinping visited four countries in Central Asia and Indonesia. The construction of "Silk Road Economic Belt" and "21th century Maritime Silk Road" were put forward respectively. The construction of infrastructure is one of the main contents of "Belt and Road" strategy. As the core area of Xinjiang infrastructure development is backward, seriously constraining the economic development of the region, so Xinjiang should fully grasp the strategic opportunities, with the help of policy dividends. Xinjiang is located in the hinterland of Eurasia and is a bridge connecting China's interior and other countries in Central Asia. The perfect transportation network plays an inestimable role in the economic development and trade exchanges. However, the infrastructure construction alone by the state financial investment will increase the financial burden at the same time bring inefficiency and other drawbacks. This paper takes the PPP model of Xinjiang infrastructure construction under the background of "Belt and Road" as the research object. To provide reasonable and effective countermeasures for the development of the PPP model in Xinjiang. The PPP model is a form of public goods provided by government departments in partnership with the private sector in the provision of public goods or services. ... and infrastructure is a public good. It is non-competitive and non-exclusive, and the infrastructure project has the characteristics of long construction period, long project time delay and large demand for funds, so it can be provided in a mixed way. For the government and the private sector to provide a "benefit-sharing, risk-sharing" cooperation platform, on the one hand, effectively alleviate the pressure of inadequate financial resources. On the other hand, it can attract social capital to participate in the construction of infrastructure, stimulate the enthusiasm of social capital. The improvement of management ability and level, as well as more effective allocation of social resources, stimulate the enthusiasm of social capital. Therefore, this paper combines the actual situation of infrastructure construction in our country, especially in Xinjiang. This paper analyzes and studies the necessity of adopting and popularizing the PPP model, and puts forward some concrete suggestions on how to create good and stable external conditions for its successful application. Combined with the successful cases of PPP projects in other regions and other countries of our country, this paper synthetically uses the methods of literature analysis, comparative research and empirical analysis, and so on. This paper systematically analyzes the problems existing in the construction of basic social services in Xinjiang by adopting PPP mode, and on the basis of drawing lessons from international advanced experience, combining with the actual situation of Xinjiang at present, from the scale of investment. Four levels of risk sharing, supervision and regulation, and laws and regulations are put forward to recommend the adoption of PPP model in Xinjiang infrastructure.
