【摘要】:20世紀(jì)80年代以來,隨著改革開放的不斷深入,農(nóng)村的富余勞動(dòng)力逐漸轉(zhuǎn)移出來,構(gòu)成了農(nóng)民工群體。作為勞動(dòng)大軍中的一員,農(nóng)民工為經(jīng)濟(jì)社會(huì)的發(fā)展做出了巨大貢獻(xiàn),在社會(huì)工業(yè)化和現(xiàn)代化進(jìn)程中發(fā)揮了舉足輕重的作用。但由于農(nóng)民工的文化水平和職業(yè)技能總體偏低,很難滿足企業(yè)的用工需求,在就業(yè)中往往處于劣勢(shì)。隨著中國的產(chǎn)業(yè)升級(jí)和經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整,越來越多的農(nóng)民工難以順應(yīng)社會(huì)發(fā)展的要求,結(jié)構(gòu)性失業(yè)日益嚴(yán)重。通過培訓(xùn)短期內(nèi)提高農(nóng)民工的工作技能,增添就業(yè)機(jī)會(huì)就顯得尤為重要。如何更好地開展農(nóng)民工就業(yè)培訓(xùn),有效利用培訓(xùn)資源,最大限度惠及農(nóng)民工群體,成為當(dāng)前研究的熱點(diǎn)。本文以筆者的家鄉(xiāng)菏澤市為研究視角。菏澤市位于魯西南,屬于山東省經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)。作為一個(gè)主要的人力資源和勞動(dòng)力輸出地,菏澤在1992年初就組織了規(guī)模性的勞務(wù)輸出,是山東省第一批外出務(wù)工人員最多的地區(qū)。本文最初對(duì)我國農(nóng)民工的工作近況及特征做了梳理,說明增強(qiáng)農(nóng)民工就業(yè)培訓(xùn)的必要性和緊迫性。其次,通過發(fā)放調(diào)查問卷和閱讀相關(guān)資料等方式,從培訓(xùn)主體及培訓(xùn)客體兩個(gè)方面深入分析了菏澤市農(nóng)民工就業(yè)培訓(xùn)的現(xiàn)狀及實(shí)際培訓(xùn)過程中存在的諸多問題。第三,了解國內(nèi)外關(guān)于農(nóng)民工就業(yè)培訓(xùn)的一些經(jīng)驗(yàn)做法,得出對(duì)本文研究的啟示。第四,從菏澤市實(shí)際出發(fā),從三個(gè)層面提出加強(qiáng)菏澤市農(nóng)民工就業(yè)培訓(xùn)的主要措施。政府層面要加強(qiáng)宏觀調(diào)控,加大扶持力度,完善就業(yè)評(píng)估及反饋機(jī)制;社會(huì)層面要注重宣傳,營造氛圍,引導(dǎo)企業(yè)樹立正確的農(nóng)民工就業(yè)培訓(xùn)意識(shí),強(qiáng)化師資隊(duì)伍建設(shè),探索多層次的就業(yè)培訓(xùn)模式;農(nóng)民工自己要改變工作觀念,增強(qiáng)就業(yè)培訓(xùn)意識(shí),積極參加就業(yè)培訓(xùn),提高自身本領(lǐng)。
[Abstract]:Since 1980s, with the deepening of reform and opening up, the surplus labor force in rural areas has gradually transferred out, forming a group of migrant workers, as a member of the workforce. Migrant workers have made great contributions to the economic and social development, played a pivotal role in the process of social industrialization and modernization, but because of the overall low level of education and vocational skills of migrant workers. It is very difficult to meet the employment needs of enterprises, often at a disadvantage in employment. With China's industrial upgrading and economic restructuring, more and more migrant workers are difficult to meet the requirements of social development. Structural unemployment is becoming more and more serious. It is very important to improve the working skills of migrant workers and increase employment opportunities through training. How to better develop the employment training of migrant workers and make effective use of training resources. To maximize the benefits of migrant workers, become the focus of current research. The author's hometown of Heze as a research perspective, Heze City is located in the southwest of Shandong. It belongs to the underdeveloped area of Shandong Province. As a main place of human resources and labor force export, Heze organized large-scale labor export in early 1992. Shandong Province is the first group of migrant workers in the region. This article at the beginning of the work of migrant workers in our country and the characteristics of combing to explain the necessity and urgency to enhance the employment training of migrant workers. Secondly. Through issuing questionnaires and reading related materials, this paper deeply analyzes the present situation of the employment training of migrant workers in Heze City and the problems in the actual training process from the aspects of training subjects and training objects. To understand the experience and practice of employment training of migrant workers at home and abroad, draw the inspiration to this study. 4th, from the actual Heze City. The main measures to strengthen the employment training of migrant workers in Heze city are put forward from three aspects. The government should strengthen the macro-control, strengthen the support, perfect the employment evaluation and feedback mechanism; At the social level, we should pay attention to propaganda, create atmosphere, guide enterprises to set up the correct sense of employment training for migrant workers, strengthen the construction of teachers, and explore a multi-level employment training mode. Migrant workers themselves should change their working concepts, enhance their sense of employment training, actively participate in employment training, and improve their skills.
