【摘要】：從世界城鎮(zhèn)化進程的普遍規(guī)律來看,不同發(fā)展階段的城鎮(zhèn)化進程對應(yīng)著不同的經(jīng)濟活動結(jié)構(gòu)。一般來講,工業(yè)化會引起產(chǎn)業(yè)結(jié)構(gòu)的轉(zhuǎn)變,產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)變又進一步帶動就業(yè)結(jié)構(gòu)轉(zhuǎn)變,大量農(nóng)村剩余勞動力轉(zhuǎn)移至城鎮(zhèn),加入非農(nóng)產(chǎn)業(yè)的就業(yè),進而提高城鎮(zhèn)化率。在產(chǎn)業(yè)結(jié)構(gòu)動態(tài)演進的過程中,城鎮(zhèn)化的發(fā)展對三次產(chǎn)業(yè)的調(diào)整、優(yōu)化、提升都有著重要的帶動作用;而產(chǎn)業(yè)結(jié)構(gòu)的合理調(diào)整同樣需要以城市為載體,以城鎮(zhèn)化為依托,并對城鎮(zhèn)化的發(fā)展發(fā)揮著積極促進作用。近年來,吉林省以新型城鎮(zhèn)化內(nèi)涵為指導(dǎo),深入貫徹科學(xué)發(fā)展觀,本著“以人為本”為核心,積極推進全省產(chǎn)業(yè)結(jié)構(gòu)戰(zhàn)略性優(yōu)化調(diào)整,努力實現(xiàn)經(jīng)濟發(fā)展方式轉(zhuǎn)變,并為經(jīng)濟和社會的可持續(xù)發(fā)展提供基礎(chǔ)。但是與全國整體水平特別是東部發(fā)達地區(qū)相比,城鎮(zhèn)化發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化調(diào)整對于吉林省這樣一個多山、多林、多沙漠地區(qū),城鎮(zhèn)的腹地遙遠(yuǎn),傳統(tǒng)的農(nóng)業(yè)和重化工業(yè)為主導(dǎo)的省份來說,無疑需要付出更多的努力�，F(xiàn)階段,吉林省城鎮(zhèn)化發(fā)展的水平如何;產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化調(diào)整的進度如何;城鎮(zhèn)化水平與產(chǎn)業(yè)結(jié)構(gòu)之間協(xié)調(diào)性如何;能否互動發(fā)展;城鎮(zhèn)化發(fā)展能否找到正確的動力;通過產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化調(diào)整能否推進城鎮(zhèn)化建設(shè),這些都關(guān)系著吉林省在走新型城鎮(zhèn)化路線中能否抓住機遇,搶占先機,從而實現(xiàn)產(chǎn)業(yè)優(yōu)化升級,城鎮(zhèn)化質(zhì)量得到提升,進一步加快城鎮(zhèn)化發(fā)展進程。這些問題也是本文的研究目的和研究重點。本文在學(xué)習(xí)大量國內(nèi)外文獻和理論知識的基礎(chǔ)上,首先運用定性和定量的方法對吉林省城鎮(zhèn)化發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)進行了整體的梳理和分析,其中產(chǎn)業(yè)結(jié)構(gòu)分為產(chǎn)值結(jié)構(gòu)和就業(yè)結(jié)構(gòu)兩個方面分析。并且與遼寧省、黑龍江省和全國水平進行了橫向比較,以確定吉林省城鎮(zhèn)化和產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的相對地位。其次,利用統(tǒng)計學(xué)和計量經(jīng)濟學(xué)的方法分析了城鎮(zhèn)化和產(chǎn)業(yè)結(jié)構(gòu)演進之間的互動關(guān)系。得到以下結(jié)論:1、吉林省城鎮(zhèn)化率水平較高,一直高于全國平均水平,近年來差距逐漸減小,城鎮(zhèn)化率增速降低;2、吉林省產(chǎn)業(yè)結(jié)構(gòu)已由“二、一、三”轉(zhuǎn)變?yōu)椤岸�、三、一�?但是現(xiàn)階段相對于全國平均水平,第一產(chǎn)業(yè)比重較高,第三產(chǎn)業(yè)比重較低;3、吉林省城鎮(zhèn)化和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化之間具有長期的均衡關(guān)系,第二產(chǎn)業(yè)對于城鎮(zhèn)化的影響最大,其次是第三產(chǎn)業(yè);4、城鎮(zhèn)化發(fā)展是二三產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的原因,但是產(chǎn)業(yè)結(jié)構(gòu)的演進并不是城鎮(zhèn)化發(fā)展的原因,這也說明吉林省現(xiàn)階段產(chǎn)業(yè)結(jié)構(gòu)仍存在不合理之處,對于城鎮(zhèn)化發(fā)展后續(xù)推動能力較差;5、吉林省城鎮(zhèn)化和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整之間聯(lián)動性較差,不僅僅是因為產(chǎn)業(yè)支撐力差,同時也包括城鎮(zhèn)之間產(chǎn)業(yè)趨同,競爭較強,聯(lián)動不足的原因。吉林省若想發(fā)揮后發(fā)優(yōu)勢,在大力推進和發(fā)展城鎮(zhèn)化,提升城鎮(zhèn)化發(fā)展質(zhì)量的同時,必須要考慮城鎮(zhèn)化與產(chǎn)業(yè)化的互動發(fā)展關(guān)系,特別是產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級和產(chǎn)城之間協(xié)調(diào)關(guān)系的良好互動。產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化調(diào)整不僅僅包括三次產(chǎn)業(yè)內(nèi)部向高度和深度發(fā)展,農(nóng)產(chǎn)業(yè)的現(xiàn)代化,工業(yè)的高質(zhì)量化和集約化,服務(wù)業(yè)的大力發(fā)展,特別是信息產(chǎn)業(yè)、高新技術(shù)產(chǎn)業(yè)等現(xiàn)代化服務(wù)業(yè),同時也包括各大類產(chǎn)業(yè)內(nèi)部產(chǎn)業(yè)細(xì)分的優(yōu)化與升級。產(chǎn)城之間的良好互動不僅僅包括加強產(chǎn)業(yè)結(jié)構(gòu)調(diào)整以推動城鎮(zhèn)化的發(fā)展,同時也應(yīng)包括各個城鎮(zhèn)產(chǎn)業(yè)融入特色符號,相互關(guān)聯(lián),形成合理的產(chǎn)業(yè)集群和城市群,實現(xiàn)產(chǎn)業(yè)和城鎮(zhèn)空間更好的融合。經(jīng)過審慎思考后,本人認(rèn)為本文的創(chuàng)新性研究在于以下兩個方面:一是,本文對產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化和城鎮(zhèn)化的互動關(guān)系進行了較為深入的理論研究。利用規(guī)范分析方法,查閱和學(xué)習(xí)并系統(tǒng)梳理了城鎮(zhèn)化、產(chǎn)業(yè)結(jié)構(gòu)演變、城鎮(zhèn)化和產(chǎn)業(yè)結(jié)構(gòu)演變之間的互動關(guān)系等方面的國內(nèi)外文獻資料。本文嘗試從城鎮(zhèn)化發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)演進的影響、產(chǎn)業(yè)結(jié)構(gòu)對城鎮(zhèn)化發(fā)展的影響和在二者相互作用三個層次分析和梳理了現(xiàn)有理論文獻,關(guān)注到二者之間是否能夠良好的協(xié)調(diào)和互動,決定著二者之間的交互影響力的大小。那么如何合理量化二者間的協(xié)調(diào)性和二者之間交互影響的大小應(yīng)是該研究的重要內(nèi)容,本文在這方面做了一些嘗試性的工作,試圖為現(xiàn)有文獻和理論提供一定的參考價值。二是,有學(xué)者認(rèn)為后發(fā)地區(qū)第三產(chǎn)業(yè)發(fā)展起步晚、規(guī)模小、水平低,需要依靠外部投入來發(fā)展,但內(nèi)生經(jīng)濟增長理論也表明,單純依靠外部資金、人力資本等要素的投入的推動作用有限,后發(fā)地區(qū)第三產(chǎn)業(yè)的發(fā)展應(yīng)更多依靠調(diào)整優(yōu)化結(jié)構(gòu)來激活和增強內(nèi)生動力,因此本文選擇將后發(fā)地區(qū)吉林省的服務(wù)業(yè)結(jié)構(gòu)作為主要研究對象具有一定的新意。但是,本文仍存在很多不足之處:一是,在選取城鎮(zhèn)發(fā)展指標(biāo)時,采用城鎮(zhèn)人口占社會總?cè)丝诒壤姆椒ㄟM行了計算,即選取了人口城鎮(zhèn)化率。但是,城鎮(zhèn)化是一個綜合性的概念,具有豐富的內(nèi)涵,僅僅采用人口指標(biāo)并不完整;二是,對于產(chǎn)業(yè)結(jié)構(gòu)演進的指標(biāo)衡量僅采用第二產(chǎn)業(yè)和第三產(chǎn)業(yè),并沒有細(xì)分工業(yè)和具體的服務(wù)業(yè)類目,不能深入和全面的反應(yīng)吉林省產(chǎn)業(yè)結(jié)構(gòu)演進的過程;三,在第四章實證分析控制變量的選取問題上,主要考慮投資和城鎮(zhèn)規(guī)模兩個方面,沒有考慮開放程度等其他影響城鎮(zhèn)化發(fā)展的因素。在未來的研究和學(xué)習(xí)過程中,希望可以加以改進。
[Abstract]:From the point of view of the general law of urbanization, the urbanization process of different stages of development of the corresponding economic activities of different structures. Generally speaking, the industrialization will lead to the change of industry structure, industry structure and further promote the employment structure change, a large number of rural surplus labor force transfer to towns, join the non-agricultural industry employment, and improve the urbanization rate. In the dynamic process of the evolution of industrial structure, the development of the urbanization of the three industrial adjustment, optimization, upgrade has an important leading role; and the reasonable adjustment of industrial structure also needs to take the city as the carrier, with the Urbanization as the basis, and play a positive role in promoting the development of urbanization. But with the national level especially compared to the eastern region, the development of urbanization and the adjustment of industrial structure in Jilin province such a mountainous area, sandy desert, forest town in the hinterland of the distant provinces, traditional agriculture and heavy chemical industry led, it needs more effort. At this stage, how the development of cities and towns in Jilin province level; how to adjust the industrial structure optimization progress; between urbanization and industrial structure coordination ability; interactive development; the development of urbanization can find the correct power; the optimization of industrial structure adjustment can promote the urbanization process, the relationship between Jilin province could seize the opportunity, seize the opportunity in the new urbanization path, so as to realize the optimization and upgrading of industry, city The town of quality improvement, to further accelerate the process of urbanization development. The research purpose and research focus of this paper. These problems are based on studying lots of literature at home and abroad and on the basis of theoretical knowledge, first, using qualitative and quantitative analyses on the overall development of urbanization in Jilin province and Industry structure, which the industrial structure is divided into two aspects of industrial structure and employment structure analysis. And with the Liaoning Province, Heilongjiang province and the national level of the horizontal comparison, to determine the relative position of the development of Jilin province urbanization and the industrial structure. Secondly, analyzes the interactive relationship between urbanization and industrial structure evolution by using statistical and econometric methods. Get the following conclusions: 1, rate of high level of cities and towns in Jilin Province, has been higher than the national average in recent years, the gap decreases, the urbanization rate growth rate is low; 2, Kyrgyzstan The forest industry structure by "two, three" to "two, three", but at this stage compared with the national average level, a higher proportion of the first industry, the third industry proportion is low; 3, has a long-term equilibrium relationship between the urbanization of Jilin province and the optimization of industrial structure, the second industry to urban the largest, followed by the third industry; 4, the development of urbanization is the two or three cause of industrial structure adjustment, but the evolution of the industrial structure is not a factor in the development of urbanization, it also shows that the industrial structure of Jilin province is still unreasonable, for the development of urbanization to promote the follow-up ability is poor; 5, Jilin province the urbanization and the industrial structure adjustment linkage is poor, not only because the industry support force is poor, but also including the industrial convergence, strong competition between towns, due to shortage of linkage between Jilin province. If you want to play the advantage, vigorously The promotion and development of urbanization, improve the quality of urbanization development at the same time, we must consider the relationship between urbanization and industrialization of the interactive development, especially good interaction and coordination between the optimization and upgrading of industrial structure and city. The optimization and adjustment of industrial structure not only includes the three industry internal development to the height and depth of the agricultural industry modernization, quantitative and intensive high quality industry, vigorously develop the service industry, especially the information industry, high-tech industry and modern service industry, but also including the optimization of internal subdivision industry each kind of industry and upgrade. A good interaction between the city includes not only to strengthen the adjustment of industrial structure to promote the development of urbanization at the same time, should also include all urban industries with the characteristics of symbols, are related to each other, to form a reasonable industrial cluster and city group, industrial and urban space and better integration. This article attempts from the development of urbanization on the impact of industrial structure evolution, influence of industrial structure on the development of urbanization and analysis and combing the existing literature in three levels of interaction between the two, pay attention to whether the coordination and interactive relationship between the two that determines the interaction influence between the two sizes. However, there are still many deficiencies in this paper: one is in the selection, urban development index, using the method of urban population proportion of total population was calculated, which selects the population urbanization rate.
