【摘要】:政府與住房保障對(duì)象之間的信息不對(duì)稱,會(huì)引發(fā)公租房租借過(guò)程中的逆向選擇、機(jī)會(huì)主義和道德風(fēng)險(xiǎn)問(wèn)題。在回顧我國(guó)公租房政策實(shí)施及效應(yīng),梳理國(guó)內(nèi)外學(xué)者關(guān)于騙租問(wèn)題研究成果的基礎(chǔ)上,構(gòu)建了適合于解釋我國(guó)公租房騙租行為的信號(hào)傳遞模型,重點(diǎn)研究了社會(huì)服務(wù)時(shí)間這一解釋性變量。理論分析表明,將社會(huì)服務(wù)時(shí)間作為解釋性變量,可以揭示各類收入群體在不同社會(huì)服務(wù)時(shí)間規(guī)定下的分離均衡與混同均衡。文章最后以藍(lán)橋景苑小區(qū)為例作了算例分析,研究結(jié)果證實(shí)了模型的可操作性,同時(shí)表明以社會(huì)服務(wù)時(shí)間為信號(hào)有助于達(dá)到不同收入群體分離均衡的理想狀態(tài)。
[Abstract]:The asymmetric information between the government and the housing security object will lead to adverse selection, opportunism and moral hazard in the process of public rental housing lease. This paper reviews the implementation and effect of the public rental housing policy in China. Combing the domestic and foreign scholars on the basis of the research results of rent fraud, a signal transfer model suitable for explaining the behavior of rent fraud in public rental housing in China is constructed. The theoretical analysis shows that the social service time is regarded as the explanatory variable. It can reveal the separation equilibrium and mixed equilibrium of various income groups under different social service time. Finally, the paper takes the Lanqiao Jingyuan district as an example to analyze the model, and the research results confirm the maneuverability of the model. It also shows that taking the time of social service as a signal is helpful to achieve the ideal state of separation and equilibrium of different income groups.
