【摘要】：經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)的大背景下,伴隨著城鎮(zhèn)化進(jìn)程的加快,公共服務(wù)領(lǐng)域缺口巨大,特別是在污水處理項(xiàng)目上,供求關(guān)系矛盾不斷加大,單單依靠政府一方不能滿足社會(huì)相應(yīng)的需求。采用政府與社會(huì)資本合作方式解決城市污水處理能力低下的問(wèn)題日漸成為一種選擇。政府與社會(huì)資本合作模式(PPP,Public-Private Partnership)對(duì)政府來(lái)講,不僅可以減輕政府債務(wù)負(fù)擔(dān)和地方融資平臺(tái)的壓力,還能有效促進(jìn)政府減少對(duì)微觀事務(wù)的干預(yù),將更多的精力放到規(guī)劃和監(jiān)管上,實(shí)現(xiàn)職能轉(zhuǎn)變。哈爾濱市污水處理領(lǐng)域?qū)ι鐣?huì)資本方敞開(kāi)大門(mén),無(wú)疑拓寬了社會(huì)資本的投資渠道,激發(fā)了社會(huì)資本的積極性,對(duì)提高哈爾濱市污水處理效率產(chǎn)生積極的效應(yīng)。但隨著污水處理PPP項(xiàng)目在哈爾濱的推廣運(yùn)用,污水處理項(xiàng)目周期長(zhǎng)、風(fēng)險(xiǎn)難以確定、責(zé)任風(fēng)險(xiǎn)分擔(dān)不合理等難點(diǎn)逐漸突出,污水處理PPP項(xiàng)目在哈爾濱市的推廣運(yùn)用受到制約。哈爾濱市政府和社會(huì)資本方急需能夠有效運(yùn)用物有所值評(píng)價(jià)解決污水處理PPP項(xiàng)目合作問(wèn)題的專業(yè)評(píng)估機(jī)構(gòu)。基于以上背景,論文從污水處理PPP項(xiàng)目物有所值、物有所值評(píng)價(jià)基本概念入手,分析污水處理PPP項(xiàng)目物有所值評(píng)價(jià)的基本特性,借鑒價(jià)值理論、交易費(fèi)用理論、風(fēng)險(xiǎn)價(jià)值理論,分析哈爾濱市污水處理項(xiàng)目物有所值評(píng)價(jià)中存在的問(wèn)題,對(duì)初始公共部門(mén)比較值、競(jìng)爭(zhēng)中立、風(fēng)險(xiǎn)、全生命周期各類PPP現(xiàn)值等相關(guān)要素著手研究,找出開(kāi)展污水處理PPP項(xiàng)目物有所值評(píng)價(jià)業(yè)務(wù)存在的問(wèn)題:物有所值評(píng)價(jià)方法選擇受限、物有所值評(píng)價(jià)數(shù)據(jù)缺乏,評(píng)估行業(yè)發(fā)展滯后、公共部門(mén)參比較(PSC,Public Sector Comparator)評(píng)價(jià)方法可靠性不足,并找出這些問(wèn)題的深層次成因。通過(guò)借鑒國(guó)外的經(jīng)驗(yàn),在政府、物有所值評(píng)價(jià)方法、評(píng)估行業(yè)建設(shè)三個(gè)維度提出完善污水處理PPP項(xiàng)目物有所值評(píng)價(jià)的對(duì)策建議,即加強(qiáng)理論研究、重視數(shù)據(jù)信息管理、加強(qiáng)評(píng)估行業(yè)管理、提高PSC評(píng)價(jià)方法的可靠性。
[Abstract]:The economic development in the background of the new normal, with the acceleration of urbanization, the field of public service gap is huge, especially in the sewage treatment project, contradiction between supply and demand increasing, rely solely on the government side cannot meet the social demand. The corresponding way of cooperation between the government and social capital to solve the problem of low processing capacity of the city sewage has become a choice. The government and social capital cooperation model (PPP, Public-Private Partnership) for the government, not only can reduce the burden of government debt and local financing platform can effectively reduce the pressure, promote the government intervention in microeconomic matters, will focus more on planning and supervision, to achieve the functions of change. Harbin city sewage processing of social capital side to open the door, will undoubtedly broaden the social capital investment channels, to stimulate the enthusiasm of social capital, to mention Harbin city sewage treatment efficiency have a positive effect. But with the PPP project of sewage treatment in the application of Harbin sewage treatment project cycle is long, it is difficult to determine the risk, liability risk sharing unreasonable difficulty gradually outstanding, the promotion of the use of PPP project of sewage treatment in Harbin city is restricted. The Harbin municipal government and the social capital need to use value evaluation to solve the sewage treatment PPP project cooperation of the organization of professional evaluation. Based on the above background, this paper from the sewage treatment PPP project value, the value concept of evaluation, analyzing the basic characteristics of sewage treatment PPP project value evaluation, value theory, transaction cost theory, risk the theory of value evaluation, the problems existing in the value analysis of Harbin city sewage treatment project, compared to the initial value of the public sector, competition neutrality, wind Research on the risk, the whole life cycle of various types of PPP value and other related factors, to find out the sewage treatment PPP project value appraisal business problems: value evaluation method of limited value evaluation, the lack of data, the assessment industry lags behind the development of the public sector (PSC, Public, Sector comparison of ginseng Comparator) lack of reliability evaluation method, and find out the deep-seated causes of these problems. By referring to foreign experience, in government, value evaluation methods, evaluation of construction industry in three dimensions to improve sewage treatment PPP project value evaluation of countermeasures, namely to strengthen theoretical research, the importance of data information management, strengthen the evaluation of industry management, improve the reliability evaluation PSC methods.
