【摘要】：在全球倡導(dǎo)節(jié)能減排的大背景下,2014年11月,國(guó)務(wù)院辦公廳發(fā)布《能源發(fā)展戰(zhàn)略行動(dòng)計(jì)劃(2014—2020年)》,正式提出了中期能源和煤炭消費(fèi)總量的雙控目標(biāo),未來(lái)一段時(shí)間內(nèi)我國(guó)節(jié)能減排任務(wù)艱巨。合同能源管理(EPC)作為節(jié)能減排的有效市場(chǎng)機(jī)制,政府為了在我國(guó)推廣EPC,從政策、稅收等方面做了諸多努力。但目前我國(guó)EPC的發(fā)展在仍處于初級(jí)階段,在EPC的推廣上仍有諸多障礙需要解決,切實(shí)可行的測(cè)量和驗(yàn)證方法是其中需要解決的問(wèn)題之一�；谝陨媳尘�,本文首先對(duì)我國(guó)節(jié)能減排以及EPC項(xiàng)目的發(fā)展障礙進(jìn)行梳理和分析,從應(yīng)用中總結(jié)出研究EPC項(xiàng)目節(jié)能量測(cè)量和驗(yàn)證的方法的必要性;其次通過(guò)對(duì)EPC項(xiàng)目的運(yùn)作流程、運(yùn)作方式的介紹,強(qiáng)調(diào)節(jié)能量的測(cè)量和驗(yàn)證在EPC中的重要地位。對(duì)文中提及相關(guān)概念做了界定,總結(jié)了國(guó)內(nèi)外常用的節(jié)能量測(cè)量和驗(yàn)證方法,為后文的研究奠定理論基礎(chǔ)。然后針對(duì)EPC項(xiàng)目應(yīng)用中的問(wèn)題——改造前后建筑使用功能改變及不確定性因素對(duì)能耗的影響,對(duì)隔離測(cè)量法和整體測(cè)量法進(jìn)行了優(yōu)化。針對(duì)EPC項(xiàng)目常用的兩種方法在適用性準(zhǔn)確度上存在的局限性、以及能耗模擬軟件具有的優(yōu)點(diǎn),本文提出基于能耗模擬的測(cè)量和驗(yàn)證方法,該方法可以單獨(dú)評(píng)價(jià)綜合改造項(xiàng)目中單項(xiàng)節(jié)能措施的節(jié)能效果,解決了整體測(cè)量法只能測(cè)算整體節(jié)能量而不能對(duì)單項(xiàng)節(jié)能措施進(jìn)行測(cè)算的問(wèn)題。為EPC項(xiàng)目測(cè)量和驗(yàn)證提供新的方法參考。最后從政府、節(jié)能服務(wù)公司、用能單位三個(gè)層面對(duì)EPC項(xiàng)目節(jié)能量測(cè)量和驗(yàn)證提出相關(guān)的建議。
[Abstract]:In the context of global advocacy for energy conservation and emission reduction, on November 2014, the General Office of the State Council issued the Energy Development Strategic Action Plan 2014-2020. Formally put forward the medium term energy and coal consumption total double control target, the future energy conservation and emission reduction task in China is arduous. Contract energy management EPCs as an effective market mechanism for energy conservation and emission reduction. In order to promote EPCs in our country, the government has made a lot of efforts in the aspects of policy and taxation, but at present, the development of EPC in our country is still in the primary stage, and there are still many obstacles to be solved in the promotion of EPC. Practical measurement and verification methods are one of the problems to be solved. Based on the above background, this paper firstly combs and analyzes the obstacles of energy saving and emission reduction and the development of EPC projects in China. The necessity of studying the method of energy saving measurement and verification of EPC project is summarized from the application. Secondly, through the introduction of the operation process and operation mode of EPC project, the importance of energy saving measurement and verification in EPC is emphasized. The related concepts mentioned in this paper are defined. The methods of energy saving measurement and verification are summarized. In order to lay a theoretical foundation for the later study. Then the problem in the application of EPC project-before and after the transformation of the building function changes and uncertainties on the impact of energy consumption. The isolation measurement method and the whole measurement method are optimized. Aiming at the limitation of applicability accuracy of the two methods commonly used in EPC project, and the advantages of the energy consumption simulation software. In this paper, a method of measurement and verification based on energy consumption simulation is proposed, which can be used to evaluate the energy saving effect of single energy saving measures in comprehensive retrofit project. It solves the problem that the whole measurement method can only measure the whole energy saving, but not the single energy saving measure. It provides a new method reference for the EPC project measurement and verification. Finally, from the government, the energy-saving service company. Three levels of energy units are proposed for energy measurement and validation of EPC projects.
