【摘要】:隨著我國“十三五”規(guī)劃的出臺和實施,我國的新型城鎮(zhèn)化腳步不斷加快,城市的住房需求也不斷上升,然而,日漸高漲的房價與居民支付能力不足的矛盾突出。公共租賃住房便在此時應(yīng)運而生。2014年,廉租住房與公共租賃住房合并,統(tǒng)稱為公共租賃住房,這一舉措也成為住房保障改革的新的里程碑。但是,隨著新型公共租賃住房概念的誕生,在其政策運行中,各種各樣的問題仍不免暴露,如公共租賃住房定價機制不合理、政府補貼標(biāo)準(zhǔn)不科學(xué)不規(guī)范、準(zhǔn)入退出機制不健全等。這些問題嚴(yán)重制約著公共租賃住房的發(fā)展,其中政府對于保障對象的租金補貼是否科學(xué)合理是住房保障性存在與否的關(guān)鍵,鑒于此,文章采納一種新型的測算方法,以此計算公共租賃住房的補貼。文章以國外典型國家和國內(nèi)典型城市的相關(guān)補貼現(xiàn)狀為基礎(chǔ),通過對比國內(nèi)外存在的一些補貼方式,取其精華,去其糟粕。首先,測量石家莊市居民住房支付能力,得出結(jié)論:中等及以下收入家庭住房支付能力不足,這為石家莊住房補貼提供對象;接著,即通過研究石家莊市公共租賃住房的保障對象,和對石家莊市居民消費水平數(shù)據(jù)的獲得,來測定石家莊市城鎮(zhèn)居民戶均住房消費支出上限,然后利用文章總結(jié)的公式得到公共租賃住房補貼金額;最后,通過分析租金補貼結(jié)果,發(fā)現(xiàn)問題,提出政策建議。這種基于各個收入等級家庭,采取差別補貼的方法,能夠保證各家庭都能公平地享受到公共租賃住房的保障。文章以石家莊城市居民可支配收入、石家莊市公租房為研究對象,在研究相關(guān)政策基礎(chǔ)上,通過理論研究法、對比分析法及定量與定性分析相結(jié)合的方法,計算出石家莊市公共租賃住房不同收入家庭、不同戶型面積的補貼金額。這種方法是本文最大的創(chuàng)新點,文章的計算結(jié)果也驗證了該種方法的合理性和可行性。
[Abstract]:With China's "13th Five-Year" planning the introduction and implementation of the new urbanization pace is accelerating in China, the city's housing demand is also rising, however, the contradiction between housing prices and residents' ability to pay increasingly prominent problem. Public rental housing has emerged at this time.2014 years, low-cost housing and public rental housing with. As for public rental housing, the move has become a new milepost of housing security reform. However, with the birth of the new concept of public rental housing, in the policy operation, various problems still exposed, such as unreasonable pricing mechanism of public rental housing, government subsidy standard unscientific, access and exit the mechanism is not perfect and so on. These problems restrict the development of public rental housing, the government rent subsidies for the protection of the object is scientific and reasonable housing security and existence Whether or not the key, in view of this, this paper adopted a new calculation method to calculate the public rental housing subsidies. Based on the relevant subsidy status in typical foreign countries and domestic typical city, some subsidies by comparing the domestic and foreign existing, its essence, to its dregs. Firstly, the measurement of residents in Shijiazhuang city housing affordability, draw the conclusion: the moderate and low income families housing affordability, which provides for Shijiazhuang housing subsidies; then, through the study of the Shijiazhuang public rental housing security object, and obtain the data of the consumption level of residents in Shijiazhuang City, to determine the average housing consumption expenditure ceiling of urban residents in Shijiazhuang City, and then use the this paper summarizes the formula of public rental housing subsidy amount; finally, found the problem through the analysis of rent subsidies, and put forward policy recommendations based on this. Each family income level, take the difference between the method of subsidies, to ensure each family can fairly enjoy the public rental housing security. Taking Shijiazhuang city residents' disposable income, public rental housing in Shijiazhuang as the research object, the research on relevant policy basis, through the theoretical research method, comparative analysis method and quantitative analysis method with the combination of qualitative, calculate the Shijiazhuang public rental housing for households with different income, the amount of subsidy in different area. This apartment layout method is the biggest innovation of this paper, the calculation results also verify the rationality and feasibility of the method.
