[摘 要]《武漢市普通中小學(xué)布局規(guī)劃 2004―2020 》在規(guī)劃管理實施中,存在上位規(guī)劃缺位與變
性、基礎(chǔ)設(shè)施和重大公共設(shè)施影響布點實施、重大建設(shè)項目侵占學(xué)校用地、規(guī)劃編制與審批銜接錯
位、規(guī)劃調(diào)整內(nèi)容不明和缺乏反饋等問題。因此,應(yīng)在基礎(chǔ)教育設(shè)施布局規(guī)劃的實施制度上建立 “四
環(huán)節(jié)控制法”,讓教育部門全程參與規(guī)劃編制、審批和報建流程,形成依據(jù)上位規(guī)劃、控制學(xué)校建設(shè)
條件、核準學(xué)校施工圖、敦促開發(fā)單位移交教育用地和校舍的法定流程,同時通過明確調(diào)整條件、調(diào)
整主體、調(diào)整內(nèi)容、調(diào)整審批和批后管理等具體要求,形成規(guī)范的規(guī)劃調(diào)整程序。
