美國奧巴馬政府高質(zhì)量普及學前教育的政策特點

【摘要】:奧巴馬政府執(zhí)政以來,基于重振美國經(jīng)濟、提高國民素質(zhì)、增強國際競爭力、確保美國社會長期繁榮的需要,先后出臺多種舉措大力改革并發(fā)展學前教育。這些舉措確立了"普及、公平、高質(zhì)量"的學前教育改革目標;設立了總統(tǒng)直接領導的專門行政機構,高度強化政府對學前教育事業(yè)發(fā)展的領導和統(tǒng)籌職責;學前教育撥款力度大且經(jīng)費單列,健全財政運行機制;優(yōu)先保障弱勢兒童的受教育權利與質(zhì)量,促進學前教育公平優(yōu)質(zhì)發(fā)展;提高教師待遇保障教師培訓,促進學前教育高質(zhì)量普及。這對我國進一步推進學前教育事業(yè)發(fā)展具有積極的借鑒價值。
[Abstract]:Since the Obama administration took office, it has put forward a variety of measures to reform and develop preschool education, based on the need of revitalizing the American economy, improving the national quality, enhancing international competitiveness and ensuring the long-term prosperity of American society.These initiatives have established the goal of "universal, fair and high quality" preschool education reform; established a special administrative body under the direct leadership of the President, and highly strengthened the government's leadership and overall responsibility for the development of preschool education;The allocation of funds for preschool education is strong and the funds are separately included, the financial operating mechanism should be improved; priority should be given to safeguarding the rights and quality of education for disadvantaged children; promoting the fair and quality development of pre-school education; and improving the treatment of teachers to ensure teacher training.Promoting high quality and popularization of preschool education.This has positive reference value for further promoting the development of preschool education in our country.
