【摘要】：從教育權(quán)平等的角度出發(fā),為進(jìn)一步普及學(xué)前教育,墨西哥于2002年頒布實(shí)施了《學(xué)前義務(wù)教育法》。為此墨西哥政府大幅度提高了學(xué)前教育預(yù)算,使之占教育總預(yù)算的11%左右,并增設(shè)了上萬所新幼兒園,增聘了數(shù)萬名教師。至2007年,墨西哥4至5歲幼兒的毛在園率已達(dá)114%,凈在園率97%,基本實(shí)現(xiàn)了《學(xué)前義務(wù)教育法》規(guī)定的目標(biāo)。借鑒墨西哥學(xué)前教育快速發(fā)展政策與經(jīng)驗(yàn),我國(guó)各級(jí)政府應(yīng)進(jìn)一步從促進(jìn)社會(huì)公正與和諧、保障兒童平等受教育權(quán)的角度出發(fā),提高對(duì)普及學(xué)前教育重要性的認(rèn)識(shí),提升學(xué)前教育投資主體重心,加大中央與省級(jí)財(cái)政投入,大幅度提高學(xué)前教育預(yù)算,以此推進(jìn)我國(guó)學(xué)前教育事業(yè)快速健康發(fā)展。
[Abstract]:From the point of view of equality of the right to education, in order to further popularize preschool education, Mexico promulgated and implemented the Pre-school compulsory Education Act in 2002.To this end, the Mexican government has greatly increased its budget for preschool education, making it about 11 percent of the total budget for education, adding tens of thousands of new kindergartens and employing tens of thousands of teachers.By 2007, the gross rate of children aged 4 to 5 in Mexico had reached 1144.The net rate was 97 percent, which basically achieved the goal stipulated in the Law on compulsory Education before School.Drawing on the policy and experience of the rapid development of pre-school education in Mexico, our governments at all levels should further raise the awareness of the importance of popularizing preschool education from the perspective of promoting social justice and harmony and guaranteeing the equal right of children to receive education.In order to promote the rapid and healthy development of preschool education in China, the center of gravity of preschool education investment should be promoted, the central and provincial financial input should be increased, and the budget of preschool education should be greatly increased.
