【摘要】：近年來幼兒園幼兒傷害事件頻發(fā),直接影響到幼兒身心健康發(fā)展,不斷引起人們對(duì)于幼兒園安全管理水平的質(zhì)疑。而近年來作為幼兒園辦學(xué)主力軍的民辦幼兒園更需要引起社會(huì)和政府部門的廣泛關(guān)注。民辦幼兒園安全管理是否到位,關(guān)系著幼兒的健康成長(zhǎng),同時(shí)關(guān)乎整個(gè)家庭的幸福美滿,最終也是衡量一個(gè)幼兒園辦學(xué)水平的重要指標(biāo)。本研究著眼于呼和浩特市賽罕區(qū)民辦幼兒園安全管理,對(duì)賽罕區(qū)25所民辦幼兒園進(jìn)行了考察,并對(duì)園長(zhǎng)、教師、家長(zhǎng)進(jìn)行問卷、訪談?wù){(diào)查,呈現(xiàn)出目前賽罕區(qū)民辦幼兒園安全管理現(xiàn)狀,發(fā)現(xiàn)其中存在的問題,即園長(zhǎng)的安全管理理念普遍不高,教師和家長(zhǎng)對(duì)于幼兒園安全管理的認(rèn)識(shí)缺乏,同時(shí)民辦幼兒園安全管理具體實(shí)施情況也存在隱患；另一方面民辦幼兒園在整個(gè)幼兒園辦學(xué)質(zhì)量方面存在著參差不齊的現(xiàn)象,有高投資的高檔幼兒園,也有中低檔幼兒園,甚至還有家庭式的簡(jiǎn)易幼兒園,安全管理工作在民辦幼兒園當(dāng)中也存在巨大差異,這也為民辦幼兒園安全管理工作順利進(jìn)行埋下隱患�；谫惡眳^(qū)民辦幼兒園安全管理存在的問題分析出現(xiàn)這一系列問題的原因：由于目前政府對(duì)于幼兒園安全管理方面法律措施不完善,以及各教育主管部門對(duì)于民辦幼兒園資金投入和管理力度存在不足,同時(shí)民辦幼兒園對(duì)于政府相關(guān)部門的檢查也存在排斥和應(yīng)付的心理；并對(duì)賽罕區(qū)民辦幼兒園安全管理工作呈現(xiàn)出問題的原因進(jìn)行反思,主要包括法律法規(guī)不明確,安全管理流于形式,缺乏現(xiàn)代管理理念,最后是教師和家長(zhǎng)的管理理念亟待提升和安全管理知識(shí)需要普及。最終,本論文有針對(duì)性的對(duì)呼和浩特市賽罕區(qū)民辦幼兒園安全管理提出相應(yīng)的策略方案,主要包括現(xiàn)代教育行政管理手段來督促幼兒園落實(shí)教育行政管理部門的相關(guān)政策；運(yùn)用組織行為管理理論來提升園長(zhǎng)和教師的幼兒園安全管理效率；運(yùn)用危機(jī)管理理論設(shè)計(jì)應(yīng)急預(yù)案來提升民辦幼兒園教師的危機(jī)處理能力,最終希望通過一系列現(xiàn)代管理方式來提高本地區(qū)民辦幼兒園的安全管理水平,為本地區(qū)民辦幼兒園在園幼兒的安全以及身心健康發(fā)展負(fù)責(zé)。
[Abstract]:In recent years, the frequent occurrence of injuries in kindergarten children has a direct impact on the development of children's physical and mental health. People are constantly questioning the level of kindergarten safety management. In recent years, private kindergartens, which are the main force in running kindergartens, need the widespread attention of the society and government departments, and whether the safety management of private kindergartens is in place, This study focuses on the safety management of private kindergartens in Saihan District, Hohhot City, which is related to the healthy growth of young children and the happiness of the whole family, and is also an important indicator to measure the level of running a kindergarten. In this paper, 25 private kindergartens in Saihan district were investigated, and questionnaires and interviews were conducted to the heads, teachers and parents. The present situation of safety management of private kindergartens in Saihan district was revealed, and the problems existed in them were found. That is, the concept of safety management is generally not high, teachers and parents of kindergarten safety management lack of understanding, at the same time, private kindergarten safety management specific implementation situation is also hidden trouble; On the other hand, there are uneven phenomena in the quality of the whole kindergarten run by private kindergartens. There are high-grade kindergartens with high investment, middle and low grade kindergartens, and even family-type simple kindergartens. There are also huge differences in the work of safety management in private kindergartens. Based on the analysis of the problems in the safety management of private kindergartens in Saihan district, the causes of these problems are analyzed: because of the current government safety management for kindergartens. The legal measures are not perfect, At the same time, there is a lack of investment and management of the funds of the private kindergartens, and the examination of the relevant government departments of private kindergartens also has the psychology of rejection and coping. It also reflects on the reasons for the problems in the safety management of private kindergartens in Saihan District, including the unclear laws and regulations, the mere formality of safety management, and the lack of modern management concepts. Finally, the management concept of teachers and parents needs to be promoted and the knowledge of safety management needs to be popularized. Finally, this paper puts forward the corresponding strategies for the safety management of private kindergartens in Saihan District, Hohhot City. It mainly includes the modern educational administrative means to urge kindergartens to implement the relevant policies of educational administration departments, to use the theory of organizational behavior management to improve the efficiency of kindergarten safety management of kindergarten directors and teachers. Using the theory of crisis management to design emergency plan to improve the ability of private kindergarten teachers to deal with the crisis, and finally hope to improve the level of safety management of local private kindergartens through a series of modern management methods. Responsible for the safety and physical and mental health of children in private kindergartens.
