【摘要】：繼教育部出臺(tái)《現(xiàn)代學(xué)徒制試點(diǎn)工作的意見》之后,人社部和財(cái)政部今年聯(lián)合下發(fā)了《企業(yè)新型學(xué)徒制試點(diǎn)工作的通知》,作為學(xué)徒制試點(diǎn)的文件,兩者分別從指導(dǎo)思想、工作原則、人才培養(yǎng)模式、師資建設(shè)、教學(xué)運(yùn)行與管理、政策措施等方面對(duì)開展現(xiàn)代學(xué)徒制試點(diǎn)和新型學(xué)徒制試點(diǎn)作了較為詳細(xì)的規(guī)定。對(duì)比發(fā)現(xiàn),兩者在試點(diǎn)內(nèi)容、人才培養(yǎng)模式、師資、教學(xué)管理與運(yùn)行等方面存在共同點(diǎn),但也在出發(fā)點(diǎn)、視角、利益主體、政策關(guān)注點(diǎn)等方面存在差異。開展現(xiàn)代學(xué)徒制試點(diǎn)如果僅從教育部方案出發(fā)或者僅從人社部、財(cái)政部方案出發(fā)都存在較大困難,所以需要把兩個(gè)實(shí)施方案相結(jié)合,做到職業(yè)院校和企業(yè)緊密合作,教學(xué)管理科學(xué)有效,多部門協(xié)同推進(jìn),才能有效推動(dòng)現(xiàn)代學(xué)徒制試點(diǎn)工作。
[Abstract]:Following the publication by the Ministry of Education of the "opinions on the pilot work of the Modern Apprenticeship system", this year the Ministry of Human and Social Affairs and the Ministry of Finance jointly issued the "notice on the pilot work of the New Apprenticeship system in Enterprises", which serves as a document for the pilot of the apprenticeship system. The working principle, talent training model, teachers' construction, teaching operation and management, policy measures and other aspects have made more detailed regulations on the pilot of modern apprenticeship system and new apprenticeship system. It is found that there are some similarities in the aspects of pilot content, talent training model, teachers, teaching management and operation, but there are also differences in starting point, visual angle, interest subject, policy concern and so on. If the pilot program of modern apprenticeship is carried out only from the Ministry of Education, or only from the Ministry of Human and Social Affairs and the Ministry of Finance, there are greater difficulties. Therefore, it is necessary to combine the two implementation schemes so that vocational schools and enterprises can work closely together. Scientific and effective teaching management and multi-department cooperation can effectively promote the pilot work of modern apprenticeship system.
