【摘要】：職業(yè)教育混合所有制改革的實(shí)質(zhì)是發(fā)揮市場(chǎng)在職業(yè)教育領(lǐng)域中資源配置的決定性作用。其具體目標(biāo)主要包括:一是優(yōu)化職業(yè)教育服務(wù)供給側(cè)所有制結(jié)構(gòu),營(yíng)造公平公正的市場(chǎng)競(jìng)爭(zhēng)環(huán)境,實(shí)現(xiàn)不同所有制性質(zhì)職業(yè)院校的充分有序競(jìng)爭(zhēng);二是建立健全職業(yè)教育領(lǐng)域資本要素市場(chǎng),加快建立健全職業(yè)院校法人治理結(jié)構(gòu),實(shí)現(xiàn)對(duì)職業(yè)院校管理層的有效治理。其實(shí)現(xiàn)路徑主要涉及兩個(gè)方面:一是建立健全現(xiàn)代職業(yè)教育領(lǐng)域中的市場(chǎng)機(jī)制;二是更好發(fā)揮政府在現(xiàn)代職業(yè)教育發(fā)展中的作用。
[Abstract]:The essence of the reform of mixed ownership of vocational education is to give play to the decisive role of the market in the allocation of resources in the field of vocational education. Its specific objectives include: first, optimize the supply-side ownership structure of vocational education services, create a fair and just market competition environment, and realize the full and orderly competition of vocational colleges with different ownership; Second, it is necessary to establish and perfect the capital factor market in the field of vocational education, accelerate the establishment and perfection of the corporate governance structure of vocational colleges and universities, and realize the effective governance of the management of vocational colleges and universities. Its realization path mainly involves two aspects: one is to establish and perfect the market mechanism in the field of modern vocational education, the other is to give full play to the role of the government in the development of modern vocational education.
