【摘要】：研究生學位授權審核是對高校準入開展研究生教育的審批過程,它對研究生教育質(zhì)量起到"看門人"作用。本研究采用問卷法和因素分析法等方法對7個省級學位辦和所屬區(qū)域的62所高校進行調(diào)查,研究發(fā)現(xiàn),訪談對象對學位授權審核在"規(guī)模、層次、質(zhì)量、放權、規(guī)范"等問題上的認識具有較高的一致性,普遍贊同"服務需求、提高質(zhì)量"的學位授權審核改革理念。放權成為學位授權審核改革的普遍訴求,贊成堅持以"標準"作為授權審核的準入條件。但東中西部不同地區(qū)之間在學位授權審核是否促進區(qū)域研究生教育發(fā)展、是否應采取不同授權審核政策、是否應該穩(wěn)定現(xiàn)有研究生總體規(guī)模等問題上存在顯著性差異。今后學位授權審核的改革,應盡快啟動《中華人民共和國學位條例》修訂工作,使學位授權審核有法可依,有法能依,必須對學位授權審核依法放權,充分發(fā)揮省級學位辦統(tǒng)籌本省研究生教育發(fā)展的作用,建立從事研究生教育的學校整體準入標準和從事研究生教育的學科準入標準,由國務院學位委員會統(tǒng)一部署,進行常態(tài)化審核,建設嚴格的學位授權審核制度,加強學位授權審核的公平性與公開性,對少數(shù)高校開展學位授權審核放權試點工作,促使高校學科辦好辦強辦出特色。
[Abstract]:The examination and approval of graduate degree authorization is the examination and approval process of graduate education for admission to colleges and universities, which plays a "gatekeeper" role in the quality of graduate education. In this study, questionnaire and factor analysis were used to investigate 62 colleges and universities in 7 provincial degree offices and their respective regions. It was found that the interview subjects' audit of degree authorization was "scale, level, quality, decentralization". The understanding of standardization and other issues has a high consistency, and generally agrees with the reform concept of degree authorization audit, which is "service demand, improve quality". Decentralization has become a common demand for the reform of degree authorization audit, and is in favour of adhering to the "standard" as the admission condition of authorization audit. However, there are significant differences in whether degree authorization audit promotes the development of regional graduate education, whether different authorization audit policies should be adopted, and whether the overall scale of existing graduate students should be stabilized among different regions of the eastern, central and western regions. In the future, the reform of degree authorization examination and approval should start the revision of the degree regulations of the people's Republic of China as soon as possible, so that the degree authorization audit has laws to follow and can be complied with, and the degree authorization examination and approval must be decentralized in accordance with the law. Give full play to the role of the provincial graduate office in coordinating the development of graduate education in the province, and establish the overall admission standards for schools engaged in graduate education and the subject access standards for postgraduate education, which shall be uniformly deployed by the degree Committee of the State Council. We should carry out routine audit, build a strict degree authorization audit system, strengthen the fairness and openness of degree authorization audit, and carry out pilot work on degree authorization audit and decentralization for a small number of colleges and universities, so as to promote the discipline management of colleges and universities to carry out strong and strong characteristics.
