【摘要】：確保開端兒童中心是英國(guó)普惠性學(xué)前教育改革的代表性機(jī)構(gòu),其前身是工黨執(zhí)政時(shí)期由國(guó)家政府主導(dǎo)的確保開端地方性項(xiàng)目,之后演變成為由國(guó)家政府長(zhǎng)期投資、地方政府負(fù)責(zé)運(yùn)營(yíng)的確保開端兒童中心。保守黨與自民黨兩黨聯(lián)合執(zhí)政后,確保兒童兒童中心受到政府財(cái)政撥款削減的影響,在縮減開支的基礎(chǔ)上開始探尋服務(wù)質(zhì)量與成本效益的增長(zhǎng)。英國(guó)確保開端兒童中心對(duì)全球普惠性學(xué)前教育的發(fā)展具有重要意義。其相關(guān)政策與發(fā)展歷程給我們?nèi)缦聠⑹?普惠性學(xué)前教育要以弱勢(shì)群體兒童及其家庭作為發(fā)展基點(diǎn),并有賴于高素質(zhì)的從業(yè)者及相關(guān)機(jī)構(gòu)的緊密合作;普惠性學(xué)前教育需要長(zhǎng)期多元化的評(píng)估以及相應(yīng)的法律、法規(guī)配套改革。
[Abstract]:The Centre for ensuring the beginning of Children is the representative body of inclusive preschool education reform in the United Kingdom. It was formerly a local project led by the national government under the Labour Party to ensure the beginning of the beginning, and then evolved into a centre for ensuring the beginning of children, with long-term investment from the national government and operated by the local government. After the Conservative Party and the Liberal Democratic Party came to power jointly, to ensure that children's centres were affected by cuts in government funding, they began to explore the growth of service quality and cost-effectiveness on the basis of spending cuts. Ensuring the beginning of children's centres in the UK is important for the development of inclusive pre-school education around the world. The related policies and development process give us the following enlightenment: inclusive preschool education should take the children of vulnerable groups and their families as the basic point of development, and depend on the close cooperation of high-quality practitioners and related institutions, inclusive preschool education needs long-term diversified evaluation and corresponding laws and regulations supporting reform.
