處境不利兒童的教育補償——美國“Title I學前項目”的發(fā)展及啟示

【摘要】:早期教育的質(zhì)量對兒童一生的發(fā)展具有重要影響。當美國處境不利兒童的家長無力提供優(yōu)質(zhì)的早期教育時,聯(lián)邦政府提出并實施了"Title I學前項目"。該項目在課程要求、兒童參與資格、教師標準、家長參與等方面做了相應的規(guī)定,還對聯(lián)邦的資金投入與地方政府的資金使用進行了詳細的規(guī)定。"Title I學前項目"的發(fā)展表明,這是一條縮小處境不利兒童與同齡人學業(yè)成就差距的有效途徑。
[Abstract]:The quality of early education has an important impact on the development of children's life. When parents of disadvantaged children in the United States were unable to provide quality early education, the federal government proposed and implemented the Title I preschool program. The program has made corresponding regulations on curriculum requirements, children's participation qualifications, teacher standards, parents' participation and so on, and has also made detailed provisions on federal investment and the use of funds by local governments. The development of the "Title I preschool program" shows that this is an effective way to narrow the gap between the academic achievement of disadvantaged children and their peers.
