羅爾斯正義原則視閾下的學(xué)前教育公平問題探析——以陜西、甘肅的學(xué)前三年行動計劃為例

【摘要】:學(xué)前教育公平問題是我國學(xué)前教育均衡發(fā)展的重心,在《綱要》和《意見》的指導(dǎo)下,各省的學(xué)前三年行動計劃的推動下我國取得了巨大的成就。推動了學(xué)前教育事業(yè)的顯著發(fā)展。學(xué)前三年行動計劃政策的制定與推行的內(nèi)容與羅爾斯正義原則的基本內(nèi)涵有契合之處,即通過保障每個個體受學(xué)前教育機(jī)會的自由和平等,使"條件最不利者"能夠通過補(bǔ)償獲得實質(zhì)上的正義和平等。在羅爾斯的"惠及最少受惠者最大利益"的正義原則對下一步行動發(fā)展的方向和目標(biāo)具有積極的借鑒意義。我國學(xué)前教育的"三年行動計劃"亟需完善,通過國家從財政和資源等方面對西部地區(qū)的"差別補(bǔ)償",實現(xiàn)我國學(xué)前教育真正的公平。
[Abstract]:The equity of preschool education is the focus of the balanced development of preschool education in China. Under the guidance of "outline" and "opinions", our country has made great achievements under the impetus of the action plan of three years of preschool education in each province. It has promoted the remarkable development of preschool education. The content of the formulation and implementation of the action plan policy for the three years of pre-school is consistent with the basic connotation of Rawls' principle of justice, that is, by guaranteeing freedom and equality of opportunity for each individual to receive pre-school education, Enable the most disadvantaged to obtain substantial justice and equality through compensation. The justice principle of "benefiting the least beneficiary and the best benefit" in Rawls has positive significance for the direction and goal of the next action. The three-year action plan of preschool education in our country needs to be perfected, and the real equity of preschool education in our country can be realized through the "differential compensation" from the financial and resource aspects of the country to the western region.
