摘要：

政府購買幼兒教育服務(wù)，是指政府由原來直接舉辦幼兒園，調(diào)整為向有資質(zhì)的社會組織或公民個人購買幼兒教育服務(wù)，并根據(jù)社會組織或公民個人提供服務(wù)的數(shù)量和質(zhì)量進(jìn)行評估付費(fèi)。政府購買幼兒教育服務(wù)必須滿足四項要素性條件和三項過程性條件。同時，政府必須從制度建設(shè)與契約精神培育方面建構(gòu)起政府購買幼兒教育服務(wù)的風(fēng)險防范機(jī)制。

Abstract： 

Government procurement of preschool education service refers to government, instead of establishing and running public kindergartens （as it used to do）, procures the service from qualified social organizations or individuals who are paid according to the amount and quality of the offered service based on assessment. Four elemental conditions and three procedural conditions must be met in the procurement. Meanwhile, a risk prevention mechanism in the aspects of system construction and contract spirit nurturing should be established in the procurement of preschool education.
