【摘要】：2000-2003年我國教育經(jīng)費狀況明顯改善:教育經(jīng)費總量、財政性教育經(jīng)費、財政預算內(nèi)教育經(jīng)費快速增長,高于"九五"期間的年增長率;教育經(jīng)費總投入中,政府財政投入所占份額回升,政府教育投入更多向義務教育傾斜;義務教育總投入中,政府撥款所占比例上升;義務教育生均預算內(nèi)經(jīng)費的增長率高于非義務教育階段;義務教育與普通高校生均預算內(nèi)事業(yè)費撥款的比例及差距正在縮小;社會團體和公民個人辦學經(jīng)費快速增長,占教育總經(jīng)費的比例迅速提高;非義務教育成本分擔機制促進了高中和普通高校規(guī)模的擴大,入學率迅速提高。但同時也存在以下問題:政府撥款在義務教育總投入中的比例偏低;中西部省份人均預算內(nèi)教育經(jīng)費偏低,政府撥款占農(nóng)村義務教育公用經(jīng)費比例嚴重偏低。2003年,'中央和地方政府教育撥款低于財政經(jīng)常性收入增長,國家財政性教育經(jīng)費占國內(nèi)生產(chǎn)總值的比例較上年略有下降,財政預算內(nèi)教育經(jīng)費占財政支出比例較上年有所減少。本文通過對我國"十五"計劃前三年(2000ee2003年)教育經(jīng)費投入總體狀況、教育經(jīng)費來源構成、各級教育生均經(jīng)費、財政教育資源的生均配置以及人均預算內(nèi)教育經(jīng)費的地區(qū)差異等方面的分析(本文數(shù)據(jù)均來自各年度《中國教育經(jīng)費統(tǒng)計年鑒》及《中國統(tǒng)計年鑒一004》),描述了近年來我國教育經(jīng)費刁免入的進展并揭示了其中存在的問題,供大家參考。
[Abstract]:From 2000 to 2003, the situation of China's educational expenditure has improved significantly: the total amount of educational funds, the financial funds for education, and the budget for education have increased rapidly, which is higher than the annual growth rate during the Ninth Five-Year Plan period. The share of the government financial investment is rising, the government education investment is more inclined to compulsory education, the proportion of the total compulsory education investment is increasing, the growth rate of the budget funds of compulsory education students is higher than that of the non-compulsory education stage; The proportion and gap between compulsory education and the budget allocation of operating expenses for ordinary college students are narrowing, the funds for running schools by social organizations and citizens are increasing rapidly, and the proportion of the total education funds is increasing rapidly. The cost-sharing mechanism of non-compulsory education has promoted the expansion of the scale of high schools and ordinary colleges and universities, and the enrollment rate has increased rapidly. But at the same time, there are also the following problems: the proportion of government funds in the total investment in compulsory education is on the low side; the per capita budget for education funds in the central and western provinces is on the low side, The proportion of public funds allocated by the government to compulsory education in rural areas is seriously on the low side. In 2003, the central and local governments allocated funds for education lower than the growth of regular fiscal revenue, and the proportion of the national financial funds for education in the GDP decreased slightly compared with the previous year. The proportion of education expenditure in the financial budget has decreased compared with the previous year.
