【摘要】：國家獎助學(xué)金是實現(xiàn)教育公平的重要舉措,體現(xiàn)了黨和國家對大學(xué)生的關(guān)心和關(guān)愛。自2002年,我國建立國家獎學(xué)金制度以來,國家獎助學(xué)金體系幾經(jīng)發(fā)展和演變,目前已經(jīng)形成相對成熟的國家助學(xué)體系,對幫助家庭經(jīng)濟困難學(xué)生順利完成學(xué)業(yè)、成人成才有著十分重要的意義。文章在回顧國家獎助學(xué)金制度由來和發(fā)展的基礎(chǔ)上,深入闡述了國家獎助學(xué)金特有的物質(zhì)資助、激勵、導(dǎo)向、制度彰顯和人文關(guān)懷功能。當(dāng)然,國家獎助學(xué)金雖然在操作環(huán)節(jié)不斷完善,但是也存在一定的不足,需要進(jìn)一步揚棄,尤其在標(biāo)準(zhǔn)的科學(xué)化、操作的規(guī)范化、內(nèi)涵的凝練、功能發(fā)展和評價機制等方面都需要進(jìn)一步健全。結(jié)合當(dāng)前國家獎助學(xué)金的操作實際,我們認(rèn)為,完善國家獎助學(xué)金的育人機制,需要從資助、教育、服務(wù)等三個層面著手,逐步構(gòu)建“濟困、扶志、強能”三維立體資助模式,進(jìn)一步發(fā)揮國家獎助學(xué)金的感恩意識教育、誠信意識教育、責(zé)任意識教育、奉獻(xiàn)回饋教育等功能,進(jìn)一步提升國家獎學(xué)金操作服務(wù)環(huán)節(jié)的服務(wù)育人功能,不斷提高資助的科學(xué)化水平,在“濟困”基礎(chǔ)上著力于“精神資助”和“知識資助”,使資助與教育工作充滿人情味,使資助工作異彰顯特色化,從而發(fā)揮國家獎助學(xué)金制度的育人功能,為培養(yǎng)中國特色社會主義事業(yè)合格的建設(shè)者和可靠接班人做出更大的貢獻(xiàn)。
[Abstract]:The national scholarship is an important measure to realize the educational fairness, which embodies the concern and care of the Party and the government for the college students. Since the establishment of the National Scholarship system in China in 2002, the National Scholarship system has developed and evolved several times. At present, a relatively mature national scholarship system has been formed to help students with financial difficulties to successfully complete their studies. Growing up as an adult is of great significance. On the basis of reviewing the origin and development of the National Scholarship system, this paper expounds in depth the special functions of material support, encouragement, guidance, system manifestation and humanistic care of the National Scholarship. Of course, although the state scholarships and grants have been continuously improved in the operation link, there are still some deficiencies, which need to be further abandoned, especially in the scientific standard, the standardization of the operation, and the condensation of the connotation. Function development and evaluation mechanism need to be further improved. Combined with the actual operation of the current state scholarships, we believe that to improve the education mechanism of the state scholarships, we need to start from the three levels of financial assistance, education and service, and gradually build a three-dimensional funding model of "helping the needy, helping the people, and strengthening the ability". To further develop the functions of gratefulness education, honesty awareness education, responsibility awareness education, giving back education, and so on, so as to further enhance the service and education function of the national scholarship operation service, We should continuously improve the scientific level of financial assistance, focus on "spiritual aid" and "knowledge support" on the basis of "relief to the needy", so that the work of subsidization and education is full of human feelings, and the work of subsidizing is characterized by different characteristics. Thus, the education function of the national scholarship system can be brought into play, and the qualified constructors and reliable successors of socialism with Chinese characteristics will make greater contributions.
